This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Position is with: US ARMY IMCOM, NTC AND FT IRWIN OFFICE OF THE GARRISON COMMANDER DIRECTORATE OF PUBLIC WORKS ENGINEER SERVICES DIVISION CONTRACT MANAGEMENT BRANCH FORT IRWIN, CA

Duties

Review project designs to determine adequacy and practically of construction plans, anticipates construction difficulties. Assist project managers in the planning and administration of project to provide input from the field engineering viewpoint. Make periodic final inspection of construction projects for report and progress purposes and final transfer of real property to the installation. Coordinate contractor requests for utility interruptions, excavation permits, site facilities and traffic interruptions.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: Have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes the following. Complete work to coordinate construction, service projects and maintenance for installation components such as roads, housing or plumbing. Use construction practices, methods, techniques, costs analysis, materials required, and equipment to assist in creating specifications, requirements, or methods of installation construction or maintenance. Work with contractors to help them understand and complete their requirements to complete construction or maintenance. Or Have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Engineering. (Note: You must attach a copy of your transcripts.) Or Have the specialized experience as described in A, but less than one year; and I have at least two years of graduate education as described in B, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)
