This position is located at the Assateague Island National Seashore, in the Resource Management Division and will provide services to the Assateague Island National Seashore and the Harriet Tubman Underground Railroad National Historic Park.

Duties

Major duties include, but are not limited to the following: Serves as the subject matter expert in coastal geology and geomorphology for Assateague Island National Seashore and Harriet Tubman National Historic Site. Advises NPS managers and staff on a broad range of matters including surficial geology, physical oceanography, coastal geomorphic processes, shoreline erosion, geologic hazards, and land-use issues, and provides recommendations on coastal shoreline management problems affecting parks. Informs and provides technical assistance to studies involving the collection, measurement, analysis, evaluation, and interpretation of physical coastal geologic and ocean phenomena, such as currents, circulations, waves, beach and near-shore processes, physical and submarine features, depth, floor configuration, organic and inorganic sediments, and similar phenomena. Coordinates park and interagency restoration programs that address impacts to costal processes and coastal resources. Performs data management, data mining and complex GIS analyses, and writes technical and non-technical reports. Coordinates coastal geology research projects conducted by cooperators and manages coastal monitoring programs. Carries out project management duties by developing work plans and schedules, scopes of work, cost estimates, and proposals and/or grants to justify funding requests and accomplish goals. May administer and track project funds and prepare accomplishment reports, as needed. Maintains awareness of applicable funding sources with NPS and outside. Manages cooperative coastal geology research partnerships with other Federal and state agencies, universities, non-governmental organizations, and professional societies. May serve as a technical representative on various committees.

Qualifications

All qualifications must be met by the closing date of this announcement-03/18/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position, you must meet the qualification requirements listed below: Basic Requirement for a Physical Scientist: A. A degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. -OR- B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience, or additional education. Basic Requirement for a Geologist: A. A degree in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography. -OR- B. Combination of education and experience: course work as shown in A above, plus appropriate experience or additional education. (Note: Acceptable experience may have been gained through geological field or laboratory work that provided a means of obtaining professional knowledge of the theory and application of the principles of geology and closely related sciences, e.g., geophysics, geochemistry, or hydrology. Such work generally must have involved making close observations, taking samples, handling various types of instruments and equipment, assembling geologic data from source materials, and analyzing and reporting findings orally and in writing. In some situations, professional scientific experience in other fields may be accepted in part as professional geological experience. Such experience must have been preceded by appropriate education in geology or by professional geological experience and must have contributed directly and significantly to the applicant's professional geological competence. To receive credit for geological experience obtained in positions that are not full-time professional geological positions, the applicant is responsible for clearly indicating the actual time or percentage of time devoted to geologic duties within such positions, and for giving adequate descriptions of the geologic functions.) Basic Requirement for an Oceanographer: A. A degree with major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences. -OR- B. Combination of education and experience: course work as shown in A above, plus appropriate experience or additional education. Note: Applicants who qualify on the basis of major study in biology or geology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics. - AND - In addition to meeting the basic requirement above, to qualify for this position, you must also meet the qualification requirements listed below: Specialized Experience: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equips the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. This experience includes activities such as: (1) conducting field studies of the physical aspects of coastal systems; (2) analyzing change in coastal systems through remote sensing or aerial imagery; (3) writing geomorphologic analyses of coastal system(s) and impact(s) from either natural influences such as storms or man-made influences such as structure(s) or addition of outside sources of sediment; and (4) assessing impacts of changing climate and ocean conditions on structures and utilities, shorelines, and coastal ecosystems. You must include hours per week worked. -OR- Education: Successful completion of at least 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. (You must submit a copy of your transcripts to support this claim.) NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. -OR- Combination of Education and Experience: Successful completion of a combination of education and experience as described above. NOTE: Only graduate level education in excess of two years may be combined with experience. To calculate your percentage of qualifying graduate education, divide your number of semester hours in excess of 36 semester hours by 18 or the number your school uses to represent one year of full time graduate academic study. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the two percentages. The total must equal at least 100 percent to qualify. You must provide copies of your transcript and the hours worked per week on your resume. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
