WHAT IS THE CRIMINAL INVESTIGATIONDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Criminal Investigation - Strategy- Human Resources The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. The incumbent is responsible for serving as a strategic business partner to support business unit leadership in all HR related issues. The incumbent is also responsible for implementation and interpretation of HR policies and procedures. Ensures the execution of key business unit HR initiatives and processes to drive continuous improvement in the areas of organization effectiveness, staffing, employee relations, training and development, benefits, employment practices, and compliance. Provides authoritative information and/or advice to HR support staff, program managers, operating officials, and applicants on legal or regulatory requirements relating to various HR functions. Works directly with HCO on complex issues in the assigned areas of discipline and maintains a regular working relationship with HCO on policy development and proposals surrounding the assigned areas of discipline. Focuses on issues that affect the assigned business unit, relative to the incumbent's areas of expertise. Establishes and maintains a cooperative working relationship with managers; meets with managers to discuss various HR strategies. Provides strategic consultative advisory services on a wide range of initiatives, issues, and problems with management and customer HR offices. Regularly participates in process review teams, projects and business improvement efforts to contribute to the continuous improvement and streamlining of HR processes, procedures, approaches and systems. This includes reviewing existing guidelines and procedures and proposing improvements and modified or new practices/procedures. May perform in a representative role within the assigned business unit, and occasionally leads individual projects within the business unit or crossing organizational lines. Ensures that all HR actions are processed in accordance with Title 5, United States Code (USC); Title 5 Code of Federal Regulations (CFR); OPM; and agency rules, regulations, and guidelines. The incumbent is accountable for the accuracy of the HR action. The incumbent is responsible for business unit compliance to Service-wide guidelines. Conducts analytical studies, data tracking, validation, and in-depth analysis; identifies problem areas and develops recommendations for resolution. Assesses accomplishment of program goals and objectives. As assigned, conducts training for managers, supervisors, and/or employees. Also assists with the training and development of other specialists through formal or informal methods; provides constructive feed back through peer reviews; and, acts as a mentor. Performs other duties as assigned.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level (GS-12) in the normal line of progression in the Federal service. Specialized experience for this position includes: Experience assisting customers, management, and/or Executives on a wide range of principles, practices, and advisory services related to a Human Resources (HR) specialization such as, but not limited to, HR systems, compensation, classification, recruitment, employee benefits, organizational development, performance management and employee labor relations. Experience conducting extensive research and fact-finding for a variety of recruitment and staffing analytical studies and projects and using the data results to make recommendations and support actions to management and executives. Experience serving as a program/project leader providing advice on personnel management issues and special projects. Experience demonstrating communicative techniques in order to meet and deal tactfully and persuasively with others to resolve issues which are often controversial and sensitive in nature. Experience implementing recommended changes and evaluating the results; developing and presenting technical information, guidance, and training to employees on a variety of recruitment and placement topics. Experience utilizing HR information systems (e.g., HR Connect, USA Staffing, Career Connector) to resolve errors, verify data, and perform quality review. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
