This position is part of the Department of Energy's Office of Policy, Office of Energy Jobs (OP-50). As an Economist, you will lead research and analysis and engage in workforce development in order to perform quality work products that will lead to affordable and reliable clean energy systems.

Duties

As an Economist, you will: Serve as the Research and Analysis Lead. Lead research and analysis that underpins and informs how local, state, federal government, private sector, and NGOs engage in workforce development and job creation activities to support transition to an affordable, resilient, and reliable clean energy system. Guide Office of Energy Jobs research and analysis priorities; direct, implement, and manage portfolio research and analysis projects and future funding. Lead projects including the U.S. Energy and Employment Report and the Energy Workforce Needs Assessment. Collaborate across Department of Energy (DOE) including with national labs, interagency, and implementers to guide decision making and set policy priorities. Conduct, commission, and communicate relevant research to support the development and engagement of a diverse and skilled energy workforce.

Qualifications

BASIC REQUIREMENT: Basic Requirement for Economist: Transcripts must be provided. A. Degree in Economics, that included at least 21 semester hours in Economics, and 3 semester hours in Statistics, Accounting, or Calculus. B. Combination of education and experience that included courses equivalent to a major in Economics, as shown in A above, plus appropriate experience or additional education. TRANSCRIPTS AND DOCUMENTATION OF EXPERIENCE REQUIRED SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Identifying energy industry challenges and opportunities related to private sector workforce needs as well as worker and training needs. AND Conducting economic modeling related to energy jobs data and labor economics conducting original labor economic research in the construction and/or manufacturing industries. AND Managing research and analysis funding and projects and summarizing and communicating complex data into easy-to-understand analysis. AND Engaging with diverse stakeholders including energy-related labor unions, energy sector workforce, labs, government, and private sector. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
