Do you have experience with Other Transaction Agreements (OTAs)? If so, we have a position for you! The Compliance Section of the Division of Extramural Activities, Grants Management Branch is recruiting for an Other Transactions Agreement Specialist who has experience with oversight of a complex award portfolio ensuring compliance with established administrative and financial policies, procedures and sound business practices.

Duties

If selected, your duties would include, but are not limited to: Responsible for managing and coordinating complex other transactions agreement (OTA) awards, contracts, and/or grants/financial assistance awards portfolio which includes serving as a technical authority and resource in communicating with awardees and federal staff. Develops new approaches and specialized provisions for use in the development, planning, and implementation of new other transactions agreement (OTA) awards, contracts, and/or grants/financial assistance awards that are supported or implemented by NCATS. Formulates and develops strategies and plans for identifying potential or actual OTA, contract, and/or grant/financial assistance awards problems, analyzes their impact and effects, and develops appropriate solutions. Serves as a senior representative and advisor on all assigned committees and groups which function as reviewing, priority setting, and funding bodies. Evaluates budget justifications and financial arrangements, including cost analysis, review of accounting systems, adequacy of resources, and acceptability of milestones, and techniques proposed to ensure responsible stewardship of funds. Performs post-award monitoring of OTAs, contracts, and/or grants/financial assistance awards, similar to those noted above under pre-award activities. Reviews requested changes and approves those that are consistent with NIH and HHS policies and procedures, exercising commitment authority to obligate funds. Develops policy initiatives in response to critical problems or as needed by changing circumstances. Identifies inefficiencies arising from ongoing operations, develops background data, and proposes solutions; drafts guidelines, procedures, and internal controls for consideration by the Director of Awards Management. Reviews proposed NIH and DHHS policies, determines their impact on OTA, contracts, and/or grants/financial assistance award management operations, and recommends response.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-12 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Performing and coordinating on other transaction agreements, contracts, and/or grants/financial assistance awards; identifying other transactions agreements, contracts, and/or grants/financial assistance award problems; preparing documents and written materials; and providing guidance on policies, procedures, and guidelines for other transactions agreements, contracts, and/or grants/financial assistance awards. You qualify at the GS-13 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Managing and coordinating an other transaction agreement portfolio which includes serving as a technical authority and resource in communicating with awardees and staff; advising management officials on other transaction agreements, contracts, and/or grants/financial assistance awards; and resolving other transaction agreement, and/or grants/financial assistance awards problems that impact multiple awards.
