This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of Early Childhood Development- Division of Policy and Strategy, located in Washington, District of Columbia.

Duties

The incumbent will provide support by reviewing and communicating research, legislation, related policies and relevant data and developing appropriate guidance, strategies, and plans which promote high quality services to children and families nationwide. The incumbent is responsible for providing leadership and technical guidance in the areas of planning and establishing long term goals, communication, and policy and performance management. The incumbent provides leadership and direction of early childhood programs. As an Early Childhood Development Program Specialist, the incumbent participates in the development of communication tools, outreach to stakeholders, federal interagency collaboration, and early childhood policy development and program implementation

Qualifications

Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below. Basic Requirement: You must meet one of the items listed below (A, B, or C): A. Possess a 4-year bachelor's or higher degree in behavioral or social science from an accredited college or university; or related disciplines appropriate to the position. (Must provide transcripts) B. Possess a combination of education and experience -- that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Must provide transcript) C. Possess four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Minimum Qualifications: GS-11: Applicants must possess at least one-year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: 1. Utilizing knowledge of early childhood programs to develop policies and/or procedures; 2. Evaluating data or policies related to early childhood development programs to advise senior officials; 3. Drafting a variety of position papers, briefing documents, data fact sheets, and/or other materials concerning early childhood policy and programs; 4. Providing advice and assistance to staff relating to early childhood programs. OR a Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree in a field directly related to the position. OR a combination of the required experience and education for this grade level. Specialized Experience: GS-12: Applicants must possess at least one-year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: 1. Utilizing knowledge of early childhood programs to implement policies and/or procedures; 2. Evaluating data or policies related to early childhood development programs to advise senior officials and improve the effectiveness of programs; 3. Preparing a variety of position papers, briefing documents, data fact sheets, and/or other materials concerning early childhood policy and programs; 4. Collaborating with stakeholders in early childhood programs to interpret and/or provide guidance on policies and procedures.
