This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain DOD Personnel to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Hawaii has many outdoor activities all year round including surfing, paddling, diving, fishing, and hiking.

Duties

Serves as an Environmental Protection Specialist for the Environmental Division, Directorate of Public Works (DPW), U.S. Army Garrison Hawaii. Responsible for development and implementation of environmental protection policies and programs. Responsible for providing technical assistance to tenant and Garrison operations that may have an environmental component, in order to improve operations, and ensure compliance. Secures environmental permits and permit modifications for the construction and operation of prototypical chemical demilitarization facilities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • COR certification within one year of appointment.
  • Must be able to obtain and maintain Secret security clearance eligibility based on a Tier 3 (T3) or equivalent investigation.
  • Incumbent is required to submit a Financial Disclosure Statement upon entering the position and annually thereafter.
  • This position requires 10% temporary duty travel (TDY).

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: FOR GS-09 One year specialized experience equivalent to the GS-07 grade level in the Federal service including assisting in the development and implementation of environmental protection policies and programs ANDassisting in providing technical assistance to operations that may have an environmental component, in order to improve operations, and ensure compliance. OR A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. OR A combination of both FOR GS-11 - One year specialized experience equivalent to the GS-09 grade level in the Federal service including assisting in the development and implementation of environmental protection policies and programsAND assisting in providing technical assistance to operations that may have an environmental component, in order to improve operations, and ensure compliance. OR A Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as environmental studies. OR A combination of both. FOR GS-12 One year specialized experience equivalent to the GS-11 grade level in the Federal service including development and implementation of environmental protection policies and programs AND providing technical assistance to operations that may have an environmental component, in order to improve operations, and ensure compliance.
