Duties

You will manage efforts for IT system administration, IT security implementation and associated technical documentation and accreditation. You will provide compliance and validation reports, audits, and other Information Systems documentation. You will serve as the Information System Security Officer, Network Technical Representative and IT team leader to ensure that directives, policies, data calls, procedures, processes, and deadlines are met, implemented, and reported. You will serve as the division liaison and point of contact for all IT, cybersecurity and networking matters. You will develop and recommend annual IT hardware and software budget. You will create and maintain processes for user and collaborator accounts, training, and government furnished equipment and data at rest encryption to ensure compliance with requirements. You will execute daily routine backups on multiple Windows File Servers, Print Servers, and Windows Exchange Mail Server.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

You will serve as an IT Specialist within the Space Science Division, Code 760200 of NAVAL RESEARCH LABORATORY This position has a Selective Placement Factor that will be used to screen out ineligible candidates. The Selective Placement Factor is: This position requires CompTIA Security+ certification and demonstrated proficiency in configuration for Microsoft Windows OS, Macintosh, and Linux based systems, the implementation of DoD compliant IT systems, knowledge of implementing a broad range of IT software packages, and demonstrated capability to independently manage the IT support infrastructure for large and heterogeneous IT systems. Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05/10 grade level or NO-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate all or most of the following: 1) Knowledge of IT systems computer operations, functions and capabilities including ability to develop comprehensive policies, procedures and techniques to carry out and manage professional, in-depth IT systems evaluations and make recommendations as to the posture of all relevant information systems and networks; 2) Knowledge of Federal, DoD and NRL Information Assurance regulations, policies and standards; 3) Knowledge of diverse and broad based information systems principles, practices, procedures, requirements, techniques and applicable laws for identifying and protecting information and materials from unauthorized disclosure, misuse, theft, espionage, sabotage or loss; 4) Ability to provide effective IT solutions by using critical thinking skills and troubleshooting methodology; AND 5) Communicate effectively orally and in writing. In addition to the specialized experience above, your resume must also reflect IT related experience demonstrating the following four competencies: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Education

The following may be substituted in lieu of specialized experience:

Successful completion of a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management;

OR

Successful completion of 3 full years (54 hours) of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

OR

A combination of education and experience totaling 100%.
