This position is located in the US Department of Agriculture, Departmental Administration, Office of Human Resources Management, Human Resources Operations Division (HROD). The incumbent in participation with the Director, HROD, provides recruitment and placement services for positions across Departmental Administration and Staff Offices for USDA.

Duties

Prepares recruitment materials, including job analyses, assessment questionnaires, job opportunity announcements (JOAs), certificates, determine pay, and code personnel actions for General Schedule and Wage Grade positions. Provides evaluation for program assessment and compliance with merit system principles and Delegated Examining Units and supporting laws, rules, regulations, Executive Orders, and OPM standards for personnel policies, programs and operations. Assures special employment needs are met under various programs, i.e., employment of the disabled, student employment, Veterans Recruitment Authority, Intergovernmental Personnel Act, consultants and underrepresented groups. Provides comprehensive advice and assistance to executives, managers, supervisors and employees on recruitment and placement. Provides up to date status reports regarding recruitment and placement actions. Executes intensive recruitment programs (based upon operating needs) requiring public contacts at all levels over a wide government geographical area. Interprets complex legislative, regulatory, and policy guidance for managers and supervisors in assigned units. Maintains accurate, audit ready case files for staffing and recruitment actions. Participates in responding to and gathering information for EEO cases that require the provision of complex staffing and pay-related information.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized experience: GS-12: Applicants must possess one year of specialized experience equivalent to at least the GS-11 level in the Federal service that includes experience at or equivalent to the GS-11 grade level that includes: (1) year of specialized experience equivalent to at least the GS-11 level in the Federal service that includes (1) Performing staffing functions to include using assessments tools, creating vacancy announcements, reviewing applications, and responding to questions from applicants and hiring officials regarding the status of recruitment actions. (2) Experience applying a wide range of staffing and placement concepts, principles, practices, laws, and regulations; management advisory services and/or authoritative policy interpretations on organization-wide staffing and placement program issues including both merit promotion plan and OPM Delegated Examining Unit. (3) Utilizing an automated talent management system, i.e. USA Staffing in accordance with hiring timelines to provide the full staffing cycle. GS-13: Applicants must possess one year of specialized experience equivalent to at least the GS-12 level in the Federal service that includes experience at or equivalent to the GS-12 grade level that includes: (1) Experience developing job analyses to establish and validate rating, ranking, and selection criteria, develops vacancy announcements, determines qualifications, and produces certificate of eligibles. (2) Experience providing expert advice and administering staffing and recruitment programs, including merit promotion plan, OPM Delegated Examining, and special hiring authorities, and (3) Utilizing an automated talent management system, i.e. USA Staffing in accordance with hiring timelines to provide the full staffing cycle. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
