About the Position: This position is located at the U.S. Army National Guard Readiness Center, G-8, in Arlington, Virginia. About the Surrounding Area: Situated in Northern Virginia on the south bank of the Potomac River directly across from Washington D.C. Arlington is headquarters to many departments and agencies of the federal government, including the Department of Defense and is the location of many national memorials and museums.

Duties

Analyze, evaluate and advise on the Financial and Resource Management (RM) community's talent management program. Identify, recommend, and assess risks and impacts to the enterprise based on resourcing decisions. Analyze and evaluate exceptionally large and complex Program Objective Memorandum (POM) processes to identify and justify resource requirements. Provide analytical and strategic management and direction for all phases of the Planning, Programming, Budgeting, and Execution (PPBE) appropriations. Manage and analyze organizational budgets including contracting actions, execution, and prioritization based on senior leader planning guidance. Provide oversight of appropriated and non-appropriated fund distribution and execution at the HQ and subordinate organization level. Supervisor military and civilian personnel assigned to the Financial and Resource Management functional area. Manage the military and civilian personnel assignments and position alignment to support the organization mission and force allocations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is Mission Essential and employee will be required to remain on duty or report for duty during contingency operations or other emergency situations.
  • This position is Emergency Essential and takes precedence over any transportation agreement or military recall status.
  • This position is designated at Key and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.

Specialized Experience: One year of specialized experience which includes advising on large and complex POM (Program Objective Memorandum) processes to identify resource requirements; developing short and/or long-term objectives by outlining financial and/or program issues inside the Planning, Programming, Budgeting and Execution (PPBE) cycle; initiating unique solutions involving the resolution of complex and ambiguous issues impacting the accounting and/or auditing process; evaluating financial records and data by developing one of a kind solutions to present to senior leaders; developing policy to ensure the accomplishment of established goals; leading employees to ensure efficient and effective accomplishment of the mission. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementControl of FundsHuman Resources ManagementOrganizational Awareness Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
