You will serve as a INFORMATION SECURITY SPECIALIST in the Department of the Navy/Assistant for Administration, Directive & Records Management Division.

Duties

You will oversee the contractor declassification operations and report any administrative concerns to the Contracting Officer's Representative supervisor. You will serve as a technical expert on interagency committees and working groups to formulate general declassification program guidance. You will interpret the principles, methods, practices and techniques of classification and declassification policy. You will maintain and update Information Security procedures (e.g., classification, marking, downgrading, declassification of technical documents or information) to meet program requirements. You will make decisions involving the interpretation of data, application of classification management methods and understanding to meet, or exceed minimal acceptable production and quality levels. You will decide when classified material is no longer needed and when it should be destroyed using established policies and procedures.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a Top Secret/ SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • The incumbent must have certification as a Historical Records Restricted Data Reviewer in accordance with E.O. 13526 and the Kyl/Lott Amendment.
  • This is a DoD Security Professional Education Development (SPeD) position designated position. Incumbent must be certified by DoD at the Security Program Integration (SPI) level.
  • If not certified, the incumbent must achieve SPI certification within 24 months of assuming the position and must be maintained throughout the entire length of employment or is grounds for removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience performing quality assurance reviews of permanent historical classified records designated for declassification, and Experience overseeing the contractor's declassification operations, and safeguarding sensitive information.
