This position is located in the Veterans Experience Office (VEO) within the division of Enterprise Measurement and Design (EMD), Washington, District of Columbia where the incumbent serves as Human-Centered Design Program Analyst.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major Duties: Coordinates guidance and direction to elements engaged in the development and implementation of plans and objectives to ensure that actions are keeping with prescribed policies and directives established by agency. Identifies areas needing emphasis and exercises leadership to ensure project/task requirements and milestones are met. Leads design projects through the entire design cycle from problem framing ethnography through to implementation and evaluation. Leads empathy-based contextual inquiry, qualitative research, and field observation in a variety of environments to understand user needs. Leads design synthesis to make sense of the qualitative data and uncover meaningful insights about the system and latent user needs through theming, generation of provocative insights and high-level design pillars which includes applying a variety of human-centered design tools such as customer journey maps personas, concept mapping and reframing. Leads structured and unstructured ideation sessions using a variety of human-centered design tools to build divergent thinking teams and breakthrough ideas; and leading low, medium, and high-fidelity prototyping using physical and IT-based technology. Identifies problems concerning the efficiency of applicable programs and administrative operations by conducting studies and analyzing findings in-order-to make recommendations in reports. Verifies identification and application of design methods drawn from the best practices of human-centered design and other disciplines as appropriate to facilitate problem solving toward agency challenges. Leads the development of tools and platforms for innovative problem solving and applying them appropriately to specific problem-solving sessions to create prototypes for implementation. Provides leadership and technical guidance to senior officials of assigned agencies in human-centered design, complex facilitation, and other innovation initiatives. Leads ideation sessions using a variety of human-centered design tools to build divergent thinking teams, leading the prototyping phase using a variety of design tools. Performs all duties as assigned. Work Schedule: 8:00am - 4:30pm Monday - Friday Duty Location: This position is in Washington, D.C. and is not a remote position. This position is telework eligible for up to five days per pay period, the remaining days require the incumbent's regular physical presence in the Washington, DC office (810 Vermont Ave NW), per VA policy." Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. For GS-13: SPECIALIZED EXPERIENCE: Possess at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to perform the duties of a Program Analyst (Human-Centered Design) at the GS-13 grade level. This experience must have been equivalent to GS-12 grade level in Federal service. Specialized experience is using qualitative, empathy-based design research methods such as human centered design, service design, user experience design and/or interaction design. SELECECTIVE PLACEMENT FACTOR: This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The Selective Placement Factor for this position is: possess experience that demonstrate use of user experience design, interaction design, design research methods, data synthesis and visual products/concepts. (Application/resume materials must reflect this experience in detail to receive credit for this selective placement factor). REQUIRED ITEM: Applicants are required to provide a portfolio of previous work. The items in the portfolio should not be created specifically for this application. Your portfolio must be a sample of previous work that demonstrate use of user experience design, interaction design, design research methods, data synthesis and visual storytelling. We are looking for a minimum of three examples of complex, long-term projects lasting several months or more (rather than several days or weeks). It must be provided as either an attached PDF or as a link to a portfolio website in the application. The portfolio will be reviewed by the selecting official if an applicant is referred for the position. JUSTIFICATION: These are skills required to do the job. They cannot be learned within 90 days. The applicant must have these skills and a portfolio demonstrating application of human centered design upon entry so we have evidence of their application of human centered design to complex problem spaces. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Analysis and Problem SolvingCreativity and InnovationStakeholder Management IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items; such as papers, books or small parts; or driving an automobile. No special physical demands are required to perform the work. Travel is required.
