Duties

Perform supervisory personnel management duties such as planning work, making duty assignments, and assuring needed training is accomplished. Provide oversight and coordination of the installation's fire protection and prevention operation for a very complex installation. Skilled in developing, coordinating, and implementing programs, policies, and procedures for a large complex department. Experience as a technical advisor (subject matter expert) to the Directorate of Emergency Services and Garrison Command office. Provide logistical support and/or flagship capable as needed of deploying and redeploying soldiers, civilians, and units on Fort Liberty, Conduct support operations for installation mission units such as live fire ranges, high impact training, drop zones, special operations, etc. Ensure subordinate supervisory personnel within the fire department manage daily operations for the protection of Fort Liberty. Coordinate, conduct, and support training events with other installation stakeholder whether internal or external encompassing tabletop, functional, or full-scale exercise sunder an All-Hazards Response approach. Perform supervisory duties as it relates to human resources, EEO, personnel actions, and grievances within a diverse organization. Maintain conditions of employment i.e. certifications, security clearance, drug testing, shift work, Key position, etc.

Requirements

  • Incumbent is required to possess and maintain the following DoD certification of qualifications standards, Fire Officer IV, Fire Inspector II, Fire Instructor II, and Hazardous Material Incident Command.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles AND a government driver's license.
  • Incumbent is required to be on call at all times except when on leave.
  • This position meets the criteria for the Federal and Department of the Army Drug Free Workplace Programs and is subject to pre-employment screening, and random testing, to include reasonable suspicion and direct involvement with an on-duty accidents.
  • This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by human resources within 30 calendar days after the Entrance on Duty (i.e., start date).
  • Selectee’s inability to successfully pass or refusal to conduct the drug test may result in the job offer being withdrawn during the recruitment process or subsequently being removed from Federal service.
  • In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • The incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.
  • Incumbent is required to work a 120 hours per pay period.
  • Incumbent may be required to work a rotating 24-hour shift, nights, weekends and holidays.
  • Incumbent must participate in the department's wellness program to include a physical exercise program and annual physical examination commensurate with incumbent's duties and responsibilities.
  • This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
  • This position is Mission Essential, In the event of severe weather conditions or other emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment and bans individuals convicted of misdemeanor domestic violence from possession or access to firearms or ammunition.

  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
