About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Eisenhower, Georgia.

Duties

Responsible for assisting and advising the Senior Operations Officer (SOO) in the execution of all operational matters and procedures. Prepares plans, white papers, reports, and presentations for the command. Communicates with other defense organizations within and outside of the command, and sister services for making inputs on potential/emerging threats so that the organization and leadership can make threat assessments to the decision-making levels. Monitors all ongoing operations and exercises involving DoD personnel deployed to the area of responsibility. Coordinates with other commands, Theater Signal Commands, Regional Cyber Centers and other Cyber Centers on DODIN and Defensive Cyber Operations events that require escalation to resolve technical deficiencies. Provides technical direction, coordination, advice, assistance, and staff oversight to the watch civilian and military workers assigned to shift.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must undergo and successfully complete an initial and periodic counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
  • Must pass an initial and periodic urinalysis screening for illegal drug use.
  • Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
  • Temporary duty travel may be required approximately 5% of the time.
  • This is a 24x7 position and is subject to rotating shift work including nights, weekends, and holidays.
  • This position is mission critical and emergency essential. The employee will be required to report for duty, as necessary, in an emergency (regardless of holidays, weekends, nights and furloughs)
  • or may be required to remain on duty or report for duty during severe weather or other installation closings or emergencies.
  • Department of Defense Directive 8570.1, signed in August of 2004, requires every full and part-time military service member, defense contractor, civilian and foreign employee with privileged access to a
  • Department of Defense system, regardless of job series or occupational specialty, to obtain a commercial certification credential that has been accredited by the American National Standards Institute (ANSI).
  • The approved base line certification for this task requirement is IAT Level II certification of DoDD 8571.01, and the incumbent must achieve IAT Level II certification within six months or less of entrance on duty.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.

Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by Mastery and understanding of the current missions, capabilities, organization, and operations of ARCYBER Command, component commands, and military groups is required. Expert level skill in developing tactics, techniques, and procedures sufficient to support DODIN operations communities with operation of all DA networks and represents ARCYBER IWOC in working groups. Coordinates with various commands concerning operational procedures and requirements for computer Network Defense, Information Assurance (IA) and Information Systems security to support the U.S. Cyber mission. Expert in a variety of automated staff action tracking and requirements tools sufficient to plan and implement both policies and approaches to various actions such as various automated routing and tracking sheets, formatted or keyword specific summary systems or specified intra-agency or interagency staffing tool. Working knowledge of joint doctrine joint plans, policies and practices supporting the full spectrum of military operations, including operations other than war, and military support to civil authorities sufficient to advise on and make recommendations concerning staff planning, including military decision-making processes, execution, and monitoring of joint military operations regarding information security at the operational through strategic levels. My specialized experience includes, or was supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail: Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others; (2) Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
