You will serve as a COMBAT DEVELOPMENT DIRECTOR in the COMBAT DEVELOPMENT DIRECTOR of COMNAVSPECWARDEVGRU.

Duties

You will advise the Commander on service and joint policy relating to the acquisition of equipment, systems, and capability; investment resource expenditure; requirements generation; and technology development. You will provide analysis and oversight of the POM, Budget, and Logistics Division's POM submissions and represents the command for the POM integrated Concept Team. You will analyze and provide oversight on the Acquisition Programs Division's execution of investment resources, to include their obligation and expenditure status in accordance with established performance metrics. You will assist the Requirements Division in the staffing of command requirements through the HHQ validation and approval process and serve as the command representative Special Operations Capability Requirements Evaluation Board (SOCREB) briefs. You will review standing and emerging requirements and reviews the Technology Division actions to identify technology solutions when applicable.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final Top Secret SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require to travel on military or civilian fixed wing and rotary wing aircraft, waterborne craft, deploy onboard ships.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: resolving emergent combat development requirements as well as long-range program execution of multiple critical and complex programs AND generating, adapting, revising and implementing innovative combat development management concepts, internal controls, methodologies, policies and strategies.
