The primary purpose of this position is to serve as the single point of contact to receive, verify and input all requests for maintenance, repair and construction of Robins AFB real property; to assure proper tracking of work within the 78 Civil Engineer Group; input the daily, weekly and monthly work schedules for group personnel.

Duties

Coordinates in-house and contract work orders with engineering design, environmental planning, contract planning; safety, fire protection and resources. Performs customer service functions. Analyzes and monitors various programming and scheduling reports and all documents including the weekly WT backlog, monitors labor trends and compliance with programs. Operates the Emergency Service Call function and Group Unit Control Center (UCC). Manages the FM Program by inputting, updating, and maintaining the information of all appointed FMs for Robins AFB. Incumbent of this position performs the following additional duties and responsibilities which do not fully meet the intent and the requirements of the assigned grade level of this position: (1) Monitoring the Base Electrical Distribution System; ensuring continued electrical power for Robins AFB to meet critical mission requirements. (2) Monitoring the Base Water Distribution System; ensuring continues water distribution for Robins AFB to meet critical mission requirements and complying with Georgia Environmental Protection regulation. (3) Monitoring the Base Wastewater Treatment Plant; ensuring continued waste water treatment for Robins AFB to meet critical mission requirements and complying with Georgia Environmental Protection regulation and avoiding possible costly violations. (4) Managing the Base High Mast Lighting System; high visibility energy conservation project, which provides an annual cost savings.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes using the knowledge of concepts, principles, procedures, regulations, laws, and instructions applicable to Equipment Facilities and Services Assistant; provides technical and functional assistance to the supervisor in regards to making decisions pertaining to Equipment Facilities and Services Assistant; possesses the technical competencies to perform functional position requirements in Equipment Facilities and Services Assistant; prepares and/or executes programs, policies, procedures and activities in Equipment Facilities and Services Assistant. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Thorough knowledge of Civil Engineering functions, applicable directives and procedures relative to the Civil Engineering programming process. Knowledge of facility maintenance control methods, Recurring Work Program (RWP) and procedures as they pertain to the work order process. Knowledge of the functions of production control and the references and techniques for developing control data. Ability to use relevant software programs such as the Civil Engineer Integrated Work Information Management System (IWIMS) to create and maintain data bases, spread sheets, construction plans, and related documents. Ability to read and interpret plans, specifications, blueprints, drawings and sketches. Ability to independently plan, coordinate and organize work requests into complete projects. Ability to communicate effectively, both orally and in writing; and to establish and maintain good working relationships with co-workers and customers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
