This position is located in the Financial Management Services Center (FMS), USDA Associate Chief Financial Officer for Shared Services. Incumbent serves as Technical Innovation Services Division (TISD) Director managing major multi-year IT initiatives that are carried out through numerous, related IT projects. .

Duties

Manages multi-year IT initiatives that are carried out through numerous, related IT projects for the duration of the projects’ life cycle (i.e. project selection, prioritization, evaluation, and monitoring, etc.). Supervises government employees and contractors in software application development, systems implementation, cloud management, and execution of various programs. Ensures alignment with critical agency priorities and that the work efforts achieve the outcome specified within the agency’s business strategy, including appropriate strategic, life cycle management and capital IT investment plan. Directs the implementation of the agency process improvement for software development. Communicates regularly with the FMS Deputy Director regarding system and application status.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Specialized Experience: To qualify for the GS-15: Have at least one year of specialized experience, equivalent to the GS-14 level in Federal Service or equivalent responsibility in the private sector/pay systems that equipped me with the particular competencies to successfully perform as a Supervisory IT Specialist. Such experience includes: 1) Supervises the implementation and techniques applied to the Systems Development Life Cycle and Software Quality Assurance steps ensuring delivery of quality applications to support the agency's financial and administrative systems; 2) Develops and reviews the operating and capital portions of the Working Capital Fund (WFC) and unobligated balances budget submission; and 3) Oversees implementation, development, and maintenance of enterprise-wide applications, corporate administrative and financial systems, Commercial On the Shelf (COTS) and in-house systems, real and personal property and other agency assets. AND 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
