The primary purpose of this position is to serve as a senior Program Analyst, providing Civil Engineering support in the performance of work requiring critical thinking as applied to enterprise-wide strategy, plans, policies, and processes relating to AFCEC Management Framework, Core Capabilities, Enabling Capabilities, lessons learned, and continuous process improvement

Duties

Performs a broad range of critical thinking assignments related to the CE enterprise entailing unique problems involving advanced strategies, new technologies, current/future concepts, AFCEC Management Framework, AFCEC/CC and directorate strategic plans and initiatives and their impact on CE capabilities, concepts of operation, and AFCEC's CPI and innovation efforts. Utilizes critical thinking in the development, analysis, and utilization of current/future concepts, innovative capabilities, and technologies, to evaluate and predict their impact on AFCEC's Management Framework, Core Capabilities, Enabling Capabilities, AFCEC/CC and Directorate strategic plans and initiatives, and operational activities across the CE enterprise. Performs continuous manpower and organizational analyses for a wide range of diverse programs, their capabilities, and functions as relating to the CE enterprise, or other assigned tasks. Represents the organization at meetings, conferences, briefings and seminars related to program planning, advanced technologies and support system concepts.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have, or within 120 days will have, at least one (1) year of specialized experience equivalent to at least the next lower grade, GS-13 or equivalent under other pay systems, which includes applying management principles and practices for planning, programming, budgeting regulations, guidelines, and processes. Planning acquisition and management processes to provide guidelines and advisory services. Evaluating the effectiveness of missions, programs, and organizational relationships and program goals and objectives. Developing business and transformation strategy in alignment with Strategic Plans and higher Agency strategy, analyzing and comparing cost benefits, cost projections, budgetary tradeoffs, fiscal strategies, and programmatic factors to produce options that can be presented to higher levels of management. Expert on Continuous Process Improvement (CPI) and innovation. Support developing and advocating for initiatives and projects to help improve efficiencies throughout the directorate and AFCEC. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Air Force, COCOM, I&MS, AFCEC and directorate program goals and objectives, the sequence and timing of key operational, programmatic, and planning events and milestones, and methods for evaluating the effectiveness of planning actions related to actual events 2. Knowledge of Directorate, AFCEC, AFIMSC, AF, DoD and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s). Knowledge of AFCEC Core Capabilities, Enabling Capabilities, products and organization of AFCEC, coupled with a Lean Six Sigma BB in CPI and knowledge in innovation, organizational management, governance, strategic communication, and AF CE goals and objectives. 3. Knowledge of the application of Top Secret and compartmentalized expertise as it applies to assigned programs, personnel, future technologies, and security procedures to maintain control of classified material. 4. Ability to recognize and analyze complex CE Operations problems, conduct research, summarize results, and make appropriate recommendations for resolution. 5. Ability to gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. 6. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
