The primary purpose of this position is to serve as crew chief Survey technician for in-house survey and mapping projects for the Wright-Patterson Air Force Base installation

Duties

1. Under the direction of the Registered Professional Surveyor, monitors and advises survey field crew engaged in surveying and mapping activities supporting the 88th ABW and 88th Civil Engineer Group (CEG). 2. Plans, organizes, and directs survey activities, ensuring that all records and maps comply with legal and regulatory requirements and meets customer needs. 3. Executes precision techniques and operations associated with land surveying. 4. Assists with managing all record drawings processes and documents to ensure complete accountability, accurate and timely availability of the data and associated documents. 5. Represents the Technical Support Section with a variety of installation and functional area organizations.

  • This position requires the incumbent to meet minimum National Society of Professional Surveyors (NSPS) CST (Certified Survey Technician) Level I within the first 6 months of employment.
  • Preferred NSPS CST Level II Office and/or Field along with the Small UAS Rule (Part 107) Remote Pilot Certificate and other USAF required certifications per AFSOC A3OU for flying a sUAS on Wright-Patterson AFB.
  • The actual work performed in this position has been reviewed and determined that it does not meet any of the exemption criteria defined in 5 CFR 551. This position has been designated as nonexempt.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower broadband NJ-2 or next lower grade GS-8, or equivalent in other pay systems. Examples of specialized experience includes technical work which provided the knowledge and skills needed for work in the type of surveying involved. It must have required the use of the pertinent instruments and techniques of surveying. Examples of qualifying specialized experience include, but are not limited to, work as an engineering technician, soil conservation technician, or construction inspector. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive technical knowledge of civil, mechanical and electrical engineering aspects, including methods, concepts, principles, and practices sufficient to interpret drawings, plans, specifications, identify deficiencies, and recommend improved procedures. 2. Knowledge of photogrammetric techniques including proficiency at photo-interpretation of rough, high-density terrain and use of advanced surveying and computational techniques including global positioning survey (GPS), state plan coordinates, latitude and longitude, total stations, etc. 3. Knowledge of safety and security regulations, practices, and procedures. 4. Ability to plan, organize, and instruct peers in various equipment operation, surveying, compiling and interpreting data, and analysis. 5. Ability to communicate effectively, both orally and in writing. 6. Technical knowledges of reading and interpreting surveying methods, equipment techniques in measurement, determination of specifications, distances, elevations, etc. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
