These positions are currently located in the Office of Information and Resource Management (OIRM), Division of Information Systems (DIS). The incumbents serve as Branch Chiefs within DIS managing complex technical IT functions requiring decisions in leading edge technical areas, setting directions for their programs, and providing authoritative and expert advice to other NSF personnel. These positions will be realigned into the new Office of the Chief Information Officer (OCIO) during FY24.

Duties

The incumbents will support application development and expanding enterprise service activities and will oversee IT Internal Mission Services, IT Consumer Services, or IT Administrative Services at NSF. As a Supervisory IT Specialist (Branch Chief), you will perform the following duties: Performs supervision and oversight for a team of eight to ten IT Specialists and support staff. Supervisory duties include: planning, assigning work; evaluating performance; assessing training needs; managing recruitment/hiring; making decisions regarding selections, promotions, personnel actions, etc.; approving position descriptions; assessing organizational structure, processes, policies, and recommending updates to improve efficiency/effectiveness; and furthering agency EEO goals. Manages and oversees complex core IT technical functions, projects, and programs. Ensures compliance with NSF IT policies, procedures, objectives, and best practices identified by the OCIO. Prepares, performance, directs, and/or oversees complex studies/projects related to complex technical IT functions. Recommends proposed solutions to information processing requirements. Represents the organization with various internal and external stakeholders as IT technical expert. Manages and oversees branch resource allocation to ensure success of Branch mission requirements. Supports procurement and contractual activities for software development and maintenance contracts.

Qualifications

Qualified applicants must meet the: 1) basic requirements, 2) specialized experience, and 3) selective factor. Basic Requirements: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the Basic Requirements noted above, applicants must also meet and demonstrate the specialized experience listed below: To qualify at the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 level overseeing and managing a team of IT Specialists responsible for application development and enterprise-wide IT services. Examples of specialized experience include: supervising an IT software development team; managing and overseeing IT software development projects and systems; ensuring the effective utilization of resources to meet current and future IT business requirements; supporting software development and maintenance contracts; and developing solutions to software integration and/or interoperability issues. In addition to meeting the basic requirements and specialized experience above, you must also possess the selective factor. SELECTIVE FACTOR: Within an organization (agency, company, non-profit), I have experience leading and overseeing teams through the planning and development of enterprise-wide IT software development projects and programs including identifying and prioritizing needs, formulating plans, and executing results driven strategies through the Systems Development Life Cycle. This experience must include requirements and design specification, stakeholder management, development, testing, communications, rollout in a cloud environment, and adoption. Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
