This Deployment Program Specialist position is located in Office of Polar Programs (OPP) within the Directorate for Geosciences (GEO). The primary purpose of the position is to recommend, develop, and execute processes to ensure all USAP deployers have met physical security, information security, and medical screening requirements before initiating travel or accessing the United States Antarctic Program (USAP) information technology network.

Duties

As a Deployment Program Specialist, you will perform the following duties: Review contractor onboarding and separation documents and ensure an effective and efficient workflow among AIL, PSS, and the prime contractor for contractor adjudication. Develop Standard Operating Procedures (SOPs), contractor technical direction, and lessons learned reports to continually improve the deployment process. Monitor contractor hiring progress in the lead-up to the Antarctic summer research season and alerts AIL program managers to risks or challenges and recommends solutions. Ensure all deployers have completed necessary prerequisites before traveling and accessing the USAP IT network and oversee processes for issuing Multi-Factor Authentication prior to USAP network access. Work with the Contracting Officer's Representatives (COR) on preparing and maintaining contractor onboarding files, provides advice and guidance on best practices and approaches for maintaining content of files to ensure documents are accurate, current, and readily available, and tracking of contract performance metrics and provides technical assistance developing award fee reports. Interact and confer with AIL Program Managers and subject matter experts in the areas of Antarctic deployments, contractor adjudication, and information security requirements relative to network access.

Qualifications

To qualify at the GS-11 level, you must have at least one year of specialized experience equivalent to the GS-9 level in the Federal service recommending, developing, and executing processes that impact the efficiency and effectiveness of a program. Examples of specialized experience for this position are: using database tools to manage and organize a large amount of information; reviewing data to ensure its quality and accuracy; analyzing the effectiveness and efficiency of business operations and programmatic processes using qualitative and quantitative techniques; providing customer service to internal and external stakeholders; and completing reports and making recommendations to managers related to internal program operations. OR possess a Ph.D. or equivalent doctoral degree; OR possess 3 full years of progressively higher-level graduate education leading to such a degree; OR possess a combination of post-high school education and experience that together meet the qualification requirements for this position. Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.
