This position will be filled as a temporary promotion or temporary reassignment NTE 2 years by a current Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years and may be made permanent without further competition.

Duties

Serve as Chief, Program and Budget Division, with responsibility for programming, budgeting, controlling, and administering the use of appropriated funds. Authorize the use of such funds by the program directors for the accomplishment of approved programs. Serve as the principal advisor to the Director of Resource Management (DRM) on all budgetary matters. As the Budget Officer, serves as the commander's point of contact with IMCOM on all budgeting and funding matters. Provide guidance, direction, and control to all organizational elements and subordinate echelons on all phases of budget formulation. Prepare the garrison execution plan. Analyze trends in fund utilization and prepares periodic cost and performance reports to compare actual with forecasts. Receive, distribute, and administer all funds issued to the Commander, to include annual funding program, allotments, allowances obligation authorities, reimbursable, and other fund instruments. I Administer the organization budgetary management system. Perform supervisory and administrative for employees engaged in the budget development and execution functions. Plan regular work assignments, prepare plans to meet substantial changes in workload and justify revisions in staffing levels, work priorities and deadlines. Assigns work to employees based on selective considerations of such factors as the difficulty and requirements of assignments; availability, capability, and special qualifications of employees; and workload. Counsel employees regarding their progress in meeting performance requirements, or actions needed to meet standards. Initiate minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Please limit your resume to 5 pages. Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights
  • his position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time
  • This is a financial management position that requires a Certification Level 2 in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051.
  • Incumbent is required to comply with all to all Department of Defense and Department of the Army requirements of the Certification Level 2.
  • The Certification Level 2 requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
