This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. This position is in the Supervision/ Management Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA - EX/OPNS PLANS & EX DIR.

Duties

Utilize comprehensive knowledge of entire Defensive Cyberspace Operations domain to track ongoing cyber threats directed against Joint Service Provider (JSP) Networks. Utilize in depth knowledge of Defensive Cyber Operations (DCO) Principles to respond to network/system breaches. Operate and maintain the incident recording and reporting databases such as SIEMS; and incorporate new data flows, queries, reports, and correlation analysis for patterns of abuse and operational inefficiencies. Provide expert advice on cybersecurity tools, placements of capabilities, and correlate data sources. Plan work to be accomplished, set priorities and schedule work to be completed within the branch. Assign work to subordinate employees based on organization's priorities with consideration for the difficulty and requirements of assignments. Coordinate, plan, and schedule with other organization managers and customers as appropriate. Ensure development of project scoping (level of effort), cost estimates, resource requests, contract modifications (if applicable), and scheduling in order to effectively support these requests, matrixing as necessary. Utilize expert knowledge of cyber capabilities such as IDS/IPS and knowledge of a variety of OSs and VMs. Conduct risk analysis and brief leadership on various threats. Serve as first line supervisor providing all facets of personnel management.

Requirements

  • Must be a U.S. Citizen.
  • Males born after 12-31-59 must be registered or exempt from Selective Service.
  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Must be able to obtain and maintain Top Secret/SCI security clearance.
  • This is a drug testing position.
  • This is a financial disclosure position.
  • This position is covered under DoD Manual 8140 which will be subject to future Cyber Workforce requirements as defined by the Manual.
  • This position has split duty between locations MARK Center and Pentagon.

Qualifications

In order to qualify for this position, you must meet the requirements described below. Basic Requirements: Applicants must demonstrate on their resume that they have IT-related experience demonstrating each of the four competencies. -Attention to Detail -Customer Service -Oral Communication -Problem Solving Qualifying Experience:To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience is supervising and providing all facets of personnel management, responding to network vulnerabilities, remediating cyber threats, and providing project management oversight, knowledge of inspections CCRI/CSSP. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

Education

There is no substitution of education for the qualifying experienceat the GG-14 grade level.
