About the Position: Serves as the Plans Specialist for the U.S. Army Garrison in order to plan, organize, direct, and coordinate emergency response and programs for the Installation. Additionally, serves as the Chemical, Biological, Radiological, Nuclear, and High Yield Explosives (CBRNE) Operations Specialist within the organization.

Duties

Organizes, plans, and coordinates various emergency response programs with Federal, state, and local entities. Develops and/or updates various installation regulations, portions of region emergency response plans, in support of both national emergency and all-hazards disaster elements. Serves as principle advisor to the Garrison Emergency Operations Center (EOC)/Crisis Management Team during emergency/contingency conditions and on a day-to-day basis. Develops program for providing necessary emergency guidance as well as required training to installation personnel. Drafts exercise directive for all hazard scenarios or national emergency exercises. Develops and posts current information concerning actual or hypothetical (for exercises) floods, hurricanes, tornadoes, storms, and manmade disasters on appropriate maps and charts. Assesses overall protection policies and systems to ensure that a comprehensive, active viable protection program exists within the installation area of responsible and resident organizations.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • The incumbent is subject to 24-hour recall to perform emergency response duties. This may include tour(s) of duty on weekends or nights to support training for or during actual emergency operations.
  • The incumbent may be required to serve on rotating shifts during emergencies or training exercises.
  • This position requires availability under crisis operations.
  • In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Homeland Security Emergency Management, Disaster Management, or Emergency Services Management . OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience: One year of specialized experience which includes; (1) developing emergency response procedures in accordance with regulations; (2) planning and coordinating security operations and/or responses; (3) analyzing emergency response measures or processes to verify the effectiveness of emergency protection effort; and 4) Preparing required reports, documentation, and/or monitors tasks. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
