You will serve as a SUPERVISORY PROGRAM MANAGER in the PROGRAM MANAGEMENT OFFICE STRATEGIC SYSTEMS PROGRAMS (PMOSSP), CONVENTIONAL PROMPT STRIKE (SPC) of CPS PROGRAM OFFICE.

Duties

You will perform a supervisory role to deliver platform system capability that meets the Conventional Prompt Strike (CPS) Program objectives and time lines. You will be responsible for weapon control delivery, satisfaction of mission planning elements, launcher delivery and integration of CPS into assigned platforms. You will provide guidance and direction to the program team for CPS launcher, weapon control and platform integration activities. Provide multi-discipline direction and Program Management to the CPS Program based on applicable experience. You will represent SSP at higher echelon Navy and DOD activities or in negotiations with other activities as well as with SSP branches as required to ensure the sustainment of SSP's mission. You will facilitate IPT's, special advisory boards, off-sites, working groups, audit teams, etc. Analyze, evaluate and prepare program briefs, reports and correspondence. You will deliver CPS launcher capability and integrate launcher on sea-based platforms as needed to meet CPS Program objectives. You will oversee technical and support branches that are responsible for maintaining program level documentation, coordinating and reporting on those actions that are conducted by their field activities and contractors. You will prepare a complete budget packages based upon program requirements and the annual budget call. You will make assignments of broad functional areas, prioritize work, obtain and allocate resources, makes workforce selections, assure the development and training of staff members, rate performance, administer discipline.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading programmatic and technical efforts to integrate systems with Navy platforms.
