This position is located in the Office of the Under Secretary of Defense for Research and Engineering (OUSD (R&E)). The USD(R&E) serves as the Chief Technology Officer and is responsible for research, development, and prototyping activities within the Department of Defense (DoD).

Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of Title 5, U.S.C. Incumbents typical work assignments may include the following: Leads the development of innovative financial instruments, carefully crafted to address gaps in strategic capital needs, while ensuring these tools are in line with the organization's business objectives. Analyzes potential threats from adversary supply chains and strategic vulnerabilities, with the aim of countering competitive tactics. Assesses current and emerging technologies, pinpointing critical areas for investment that support the OSC's technological growth. Establishes and strengthens interagency collaborations and international partnerships, thus bolstering the strategic position of the Department of Defense. Develops and executes comprehensive organizational strategies and action plans focused on resource acquisition and management.

Requirements

Qualifications

The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. or Combination of education and experience: Courses equivalent to a major field of study as shown in paragraph A above, plus additional education or appropriate experience. You may qualify at the NH-IV (GS-14/15) level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability: Conducting financial analysis, strategic planning, and market evaluations; Forecasting market trends and technological innovations; Utilizing statistical and data analysis tools to formulate strategies and decisions; Handling multiple research streams as part of a broader research agenda; Supervising government employees and managing contracted work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study
