THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a EQUIPMENT SPECIALIST, Position Description Number D1257000 and is part of the HI JFHQ G4, National Guard. LOCATION: Joint Force Headquarters - G4, Hawaii Army National Guard, Kapolei, Hawaii

Duties

SUMMARY OF DUTIES: The purpose of this position is to provide instruction and assistance to state unit personnel regarding Army National Guard (ARNG) equipment and maintenance management. Knowledge of the principles, concepts, and methods of equipment maintenance and management of a variety of ARNG equipment is required. Serves as a recognized authority on the repair and operation of various types of ARNG equipment. Provides advice, assistance, and guidance regarding maintenance management systems, material readiness programs, cost reduction programs, and maintenance shop practices in maintenance facilities. Prepares and conducts both classroom and on-the-job training designed to upgrade, improve, and/or update the knowledge and working skills of unit maintenance personnel. Evaluates directives to ensure adherence to standard methods, conformity in maintenance procedures, and the proper use of maintenance equipment, facilities, and personnel. Reviews the effectiveness and efficiency of equipment and maintenance management and needs for improvement of existing practices and the impact on the overall maintenance program. Performs hands on maintenance procedures to personnel on proper trade techniques, practices, and explains safety precautions involved in maintenance. Performs other duties as assigned. Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.

  • Must be in the grade of O-1 to O-3, W-1 to W-3, or E-4 to E-7.

Qualifications

GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with knowledge of one or more classes of equipment. The experience must include knowledge of standard shop terminology. A basic knowledge of mechanical principles relating to equipment. Experience must demonstrate the ability to read and interpret blueprints and technical publications. Knowledge is of the type gained from technical training, education, and experience in functions such as repairing, overhauling, maintaining, constructing, or inspecting equipment. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: 1-year equivalent to at least next lower grade level experience, education, or training which provided knowledge and skill in applying commonly used equipment, facility, or service principles and concepts. Experience in the use of tools and test equipment. Experience which provided knowledge of maintenance programs and techniques. Knowledge and skill in applying principles, concepts, and methods of equipment design. Experience in the use of tools and test equipment. Experience developing, installing, inspecting, or revising equipment maintenance programs and techniques. OTHER REQUIREMENTS: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709. CONDITIONS OF EMPLOYMENT & NOTES: 1. Must be able to obtain and maintain the appropriate security clearance of the position. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. *4. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. 5. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor. b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. c. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment. e. This temporary limited appointment may be converted to a non-temporary appointment without further competition. m. This type of appointment is expected to extend beyond one year, not to exceed 4 years. Separation will be preceded by a 30-day notice when services are no longer needed. Permanent technicians will remain on permanent status if selected. o. Selectee informed in advance of the reasons for and conditions of this temporary promotion may return to his/her former grade when temporary action is no longer needed and may be effected at any time without adverse action procedures. p. Temporary promotion may be extended for an additional two years, not-to-exceed four year, with National Guard Bureau approval. q. Should the need for temporary time limitations placed on this position no longer exist, the Temporary Promotion may be converted to a permanent action without further competition.
