This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a Director or senior manager leading assigned areas in the areas of Logistics Support.

Duties

Develops milestones. Ensures compliance with policies and recommends policy changes to fit the requirements of new systems. Defines problems and develop recommendations for issues and resolutions of issues to be addressed. Ensures coordination and/or participation in the planning of all concerned functional elements. Provides high-level managers and military planners background information, planning rationales, and alternatives. Represents the organization on high-level boards, committees, and study groups regarding logistics management issues. Develops and presents convincing oral/written presentations to all levels of government and other management. Advises on Army maintenance management principles, concepts, policies, and regulations. Implements and oversees government contracts. Supervises and develops subordinate leadership.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain/maintain a SECRET clearance.
  • This position requires a mobility agreement which requires written consent to comply with management directed permanent change of station (PCS) movement and/or deployment to support overseas contingency operations.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Life Cycle Logistics certification within 48 months as of entrance on duty.
  • This position is subject to a one year probationary period unless the appointee has previously met the requirements.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This is a Critical Acquisition Position (CAP). This position requires the selectee to sign a written tenure agreement to remain in the Federal service in this position for at least three (3) years.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the NH-03/GS-13 level in the Federal service which includes: 1) Developing logistics plans to assure integration of various functions in support of assigned projects; 2) Identifying new program requirements and providing for the development of plans for integration with current mission; and 3) Furnishing technical advice on the adequacy and/or feasibility of recommendations, and approving changes for resolution of problems. This definition of specialized experience typically includes work performed at the next lower grade/level (NH-03/GS-13) position in the federal service.
