The primary purpose of this position is to lead the overall True North program for the installation. Responsible for execution, integration, communication, reporting, analysis/evaluation, and Community Action Team/Community Action Board support. Advises leadership on program implementation, execution, and improvements and underscores the commander-driven efforts.

Duties

Coordinates implementation and manages execution and evaluation of wing programs pertaining to TN. Serves as an on-site program manager for the True North initiative addressing seams/shortfalls with existing resources for general purpose forces (based on risk) in order to more effectively enhance the well-being and resilience of Airman and decrease negative outcomes such as interpersonal and self-directed violence. Serves as program manager on TN initiatives. Serves as a project lead to manage, facilitate, and conduct process improvement projects, strategic planning alignment, and consultant management capabilities to improve mission effectiveness, resource efficiency, and resource savings. Analyzes resourcing requirements and options for program funding, service policies, and dissemination of best practices. Serves as TN Contracting Officer Representative (COR). Serves as the Installation TN COR for the TN contractors assigned to and embedded in wing and subordinate group units. Ensures full and complete coordination, cooperation, and communication among the TN contractors, Contracting Officer, and all government personnel appropriately assigned to monitor contract performance. Promotes the resilience of assigned Airmen and family through management of wing TN initiatives. Creates and sustains an organizational culture which encourages resiliency and help-seeking behaviors to ensure mission success. Serves as the resident subject matter expert and manager for the installation welcome center. Responsible to ensure supported organizations necessary for the effective, efficient, and accurate integration of Airmen and their families are available to conduct in-process into the installation, primary unit and local community in a way that creates a sense of family and team unity from arrival.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organized productivity. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area of installation community programs as well as the major uses, program goals and objectives, work processes, and administrative operations of the installation, as well as higher levels in a 200-500 person squadron in order to effectively manage program implementation, execution and evaluation. Knowledge of qualitative and quantitative techniques to plan, schedule, and conduct projects and studies including gathering, assembling, and analyzing facts; drawing conclusions; devising recommended solutions; and packaging the entire process in briefings, papers or reports suitable for top management use and decision making. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of pertinent laws, regulations, policies, guidance and precedents which affect the use of program and related support resources in the areas of TN as well as the major issues, program goals and objectives, work processes, and administrative operations of an installation in order to effectively manage program execution. 2. Knowledge of qualitative and quantitative techniques to plan, schedule, and conduct projects and studies including gathering, assembling, and analyzing facts; drawing conclusions; devising recommended solutions. 3. Basic knowledge of behavioral, social, and economic factors affecting active duty military workforce and their families in order to provide guidance and feedback for program implementation, execution, and evaluation. 4. Ability to understand social services delivery systems to ensure effective program management and communication. 5. Ability to effectively engage and partner with working groups and teams to collaborate across the installation and off-base community for the purpose of maximizing TN effectiveness. 6. Ability to communicate effectively both orally and in writing to maintain good working relations and ensure effective TN program implementation, execution, and evaluation. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
