This position is located in the Department of Homeland Security (DHS), Federal Protective Services. The primary purpose of this position is to prevent, protect, respond to and recover from terrorism, criminal, criminal acts, and other hazards threatening the U.S. Government. This is a non-bargaining unit position.

Duties

As a Deputy Regional Director, GS-1801-14, your typical work assignments may include: Exercises the full range of supervisory authorities and responsibilities in directing the work of subordinate staff. Plans and establishes the work of the various programs, coordinates the staffing for the programs and development of the staff through training and sound personnel practices. Manages, develops and oversees the region-wide law enforcement and security program under the direction of the FPS Regional Director. Involves comprehensive physical security surveys designed to evaluate and determine staffing and related security requirements for the protection of personnel and property, the preparation of survey reports, resource requirement requests and records, and maintaining region-wide staffing reports. Continuously monitors the progress of all investigations through frequent, recurring discussions with subordinate personnel, including reviewing plans for key aspects of physical security and criminal investigations. Handles complex and sensitive problems related to regional FPS operations. Performs advisory services to the Regional Director on security plans and advisory services to tenant agencies interfacing with senior managers of Federal enforcement agencies, (i.e. U. S. Marshals Service and U.S. Secret Service) to develop system requirements for buildings and properties under the purview of the FPS.   • Firearms Requirement: The incumbent must carry firearms and maintain proficiency in their care and use in accordance with FPS policy and standards.

Qualifications

Specialized Experience: You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: Experience using full range of supervisory authorities and responsibilities in directing subordinate staff. Plans, and establish work of required programs coordinates staff training and personnel practices. Experience in reviewing and making recommendations to improve established work methods and the organization to achieve effectiveness and efficiency under the direction of the Regional Director. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. Essential Personnel Position - This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations. (5 U.S.C. 7501-7533 and 5 CFR, Part 752, as applicable). Law Enforcement: The position shall possess law enforcement authority under 40 U .S.C. § 1315, exercising such authority relating to criminal offenses to provide investigative and law enforcement services to customer agencies, Federal employees and members of the general public located and/or conducting business in government-owned or leased properties. Mobility Agreement: This position may require the incumbent to be reassigned to a different geographic location. Accordingly, the incumbent will be required to sign a mobility agreement, which will remain in effect while assigned to this position as a criminal investigator. Motor Vehicle Operation: Incumbent must possess and maintain a valid motor vehicle operator's license. Motor vehicles must be driven and managed in accordance with Office of Personnel Management (OPM) and Federal Protective Service (FPS) policies and guidance. Lautenberg Amendment: This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for the position. Pre-employment Medical Requirement: Prior to appointment the person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties. Also successfully pass a pre-employment medical examination (which includes, but is not limited to vision, hearing, cardiovascular and mobility of extremities) given by an authorized government physician. This position may be subject to periodic incumbent examinations in the future. Training Requirements: Incumbent must complete or must have previously completed an approved law enforcement training program at the Federal Law Enforcement Training Center or a substantially equivalent program approved by FPS in compliance with agency policies.
