Qualifications

To qualify for this position, you must have either: -IT-related experience demonstrating each of these four competencies:  1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail; 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations; OR -a bachelor's or higher degree from an accredited or pre-accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.  For information about accreditation requirements, visit EPA Announcement Policies and Procedures. In addition to the basic requirements above, you must meet the following requirements: To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as optimizing the functionality of hardware and/or software systems; diagnosing and recovering failed systems; developing and implementing migration strategies and developing materials to communicate information about system changes. - OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; degree in an academic discipline described above. Your application package will be used to evaluate your competencies in the following areas:  Knowledge of information technology operating systems, database systems, hardware, local area networks, and software applications. Skill in applying systems administration theories, concepts, and methods, IT architecture principles and concepts, interrelationships of multiple IT disciplines, information systems security standards and methods, and project management principles. Skill in using tools to assess server performance, availability, capacity or configuration problems, and install software and hardware, systems fixes, updates and enhancements. Skill in resolving installation problems, identifying and mitigating security vulnerabilities and risks, and maintaining server integrity and availability. Skill in researching specifications to acquire new IT systems and software. Skill in optimizing the functionality of networks and systems, and diagnosing and recovering failed systems. Skill in oral communications to participate on inter-agency workgroups or committees involving systems administration issues or changes. Skill in written communications to prepare presentations, systems documentation, and reports. Skill in representing the organization on inter-agency workgroups or committees involving systems administration issues. Knowledge of contract management sufficient to oversee requirements of IT contracts in accordance with terms, conditions, and specifications. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
