Duties

Responsible for the overall management of subordinate COMSEC Responsible Officers (CRO) accounts and specific external DLA customer accounts. Works with, and obtains support from the DLA MAJCOM-level COMSEC Manager, the National Security Agency (NSA), the Office of the Secretary of Defense (OSD), the Office of the Joint Chiefs of Staff (OJCS), (continued) the Defense Information Systems Agency (DISA), the Defense Intelligence Agency (DIA), and the Central Intelligence Agency (CIA), and COMSEC components of the Military Departments (MILDEPS) to meet DLA's special COMSEC requirements. Helps develop and administer operational procedures for implementing DLA COMSEC issuances relating to a wide range of telecommunications and security programs. Prepares and disseminates material/analyses as needed. Analyzes requirements and oversees the conduct of COMSEC functions to minimize the threat of espionage, sabotage, and subversive operations against DLA activities and missions. Provides overall security policy, as well as technical equipment and installation requirements to all HQ DLA HQ and specific external DLA customers. Maintains current knowledge of technological advances in the area of communications security equipment and performs other duties as assigned.

  • This position and any future selections from this announcement may be used to fill various shifts located within J6 Information Operations.
  • This is a Mission Essential (ME) position. The incumbent may be required to report to work in the event of a natural disaster, inclement weather, or crisis.
  • Position is subject to recall, occasional overtime, and as required, emergency overtime.
  • Position may also be required to carry and respond pagers and/or cell phones.
  • Position is subject of occasional temporary duty assignments (TDY) in the continental United States (CONUS) and outside the continental United States (OCONUS).
  • This is a designated mission essential (ME) position and is subject to shift change during heightened Information Operations Conditions (INFOCON) periods
  • (continued) and may include B or C shift during such periods and is subject to TDY changes to include working weekends during these periods.
  • Enrollment in the Cryptographic Authorization Program is mandatory, in which the member consents to a non-life style polygraph test.

Qualifications

To qualify for a Telecommunications Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Recognize the telecommunication specialties of COMSEC and of national COMSEC policy, procedures, and the technical characteristics of cryptographic equipment, - Respond to problems involving implementation of security guidelines at the HQ DLA and specific external DLA customers involving policy and program objectives. - Manage all phases of COMSEC operations, to include physical, technical and telecommunications security principles, accounting and records keeping practices. - Describe equipment characteristics and limitations, compatibility and interoperability with various types of communications media, line speed capacities, and installation criteria. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
