This position is located in Washington, District of Columbia. The PACT Act Enterprise Program Management Office (EPMO) as a Program Analyst. The EPMO is responsible for ensuring a unified, VA-wide approach to efficient and timely implementation of the PACT Act to enable an integrated Veteran experience, while maintaining transparency and accountability at the senior-most levels of the Department.

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** NOTE: This is a TERM appointment (not-to-exceed 2 Years). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4-year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment. This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-13. At the GS-11/12 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-13. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Duties and Responsibilities: Analyzes and evaluates, on a quantitative and/or qualitative basis, the effectiveness of programs or operations in meeting established goals, measures, and objectives. Develops necessary responses and drafts correspondence to internal and external stakeholder inquiries. Research, analyzes and prepares all necessary administrative materials, correspondence, and justifications detailing reasons for decisions. Advises management of unique conditions and issues which affect program activities and provides guidance on interpretation and implementation of new and revised technical, regulatory, procedural, and operational developments. Develops, prepare, and facilitates meetings, and presentations of varying complexity to stakeholders. Develops, facilitates, and presents a variety of materials such as presentations, training, reports, briefings, and analysis. Prepare reports and maintain records of work accomplishments and administrative information and coordinate the preparation, presentation, and communication of work-related information to the supervisor. Serves as an advisor and consultant to the supervisor and provides expert guidance and assistance in support of fact-based recommendations for actions when adjustments or a different course of action is needed. Maintains program data and project files and relevant back-ground documents. Facilitates the development of recommendations for program officials and supervisors and strives to have viable recommendations accepted by operating components. Recommendations include development of new or modified work methods, procedural changes, systems variations, and acceptance of new technology developments. Formulates and recommends instructions, directives, guidelines, policies, plans or procedures to administer or carry out functions. Performs other duties as assigned. Qualifications

For GS-11: Possess at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to perform the duties of a Program Analyst at the GS-11 grade level. This experience must have been equivalent to at least (GS-9) grade level in Federal service. Specialized experience is analyzing and evaluating on a quantitative and/or qualitative basis, the effectiveness of programs or operations in meeting established goals, measures, and objectives; developing necessary responses and drafts correspondence to internal and external stakeholder inquiries. OR Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. (TRANSCRIPT REQUIRED) OR Possess a Combinations of graduate education and experience to meet total qualification requirements for the grade level. To compute by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. (TRANSCRIPT REQUIRED) OR For GS-12: Possess at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to perform the duties of a Program Analyst at the GS-12 grade level. This experience must have been equivalent to at least (GS-11) grade level in Federal service. Specialized experience is analyzing and evaluating on a quantitative and/or qualitative basis, the effectiveness of programs or operations in meeting established goals, measures, and objectives; developing necessary responses and drafts correspondence to internal and external stakeholder inquiries; preparing reports and maintain records of work accomplishments and administrative information and coordinate the preparation, presentation, and communication of work-related information to the supervisor. OR For GS-13: Possess at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to perform the duties of a Program Analyst at the GS-13 grade level. This experience must have been equivalent to at least (GS-12) grade level in Federal service. Specialized experience is analyzing and evaluating on a quantitative and/or qualitative basis, the effectiveness of programs or operations in meeting established goals, measures, and objectives; developing necessary responses and drafts correspondence to internal and external stakeholder inquiries; preparing reports and maintain records of work accomplishments and administrative information and coordinate the preparation, presentation, and communication of work-related information to the supervisor; developing of new or modified work methods, procedural changes, systems variations, and acceptance of new technology developments; formulating and recommending instructions, directives, guidelines, policies, plans or procedures to administer or carry out functions. This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job).
