The incumbent serves as a Labor and Employee Relations Specialist and technical advisor performing multiple, varying and complex assignments under minimal direction of the manager.

Duties

Provides technical expertise to customers in all areas of national/local labor programs. Interprets labor agreements, law and policy, and presents customers with viable options. Represents the agency in term and mid-term negotiations, balancing the parties' interests with the agency mission and applicable law. Assists customers in developing proposal and counter-proposals. Researches and produces a wide range of original, written documents, including legal briefs and other advocacy materials. Provides counsel and assistance in administering a wide number of union contracts; researches and interprets the Federal Labor Management Relations Statute and Merit Systems Protection Board case law; facilitates informal resolutions of grievances and ULPs; serves as advocate in arbitration hearings and other Third Party Proceedings, including but not limited to Pre-arbitration Review meetings and utilizes skills in automation and database management to facilitate production of reports for the Agency, DOT, and compliance with CBA provisions. Thoroughly reviews case facts to develop case theory and strategy. Prepares agency witnesses; researches precedent situations; and prepares and submits briefs, when required.

Qualifications

To qualify for this position at the FV-I (GS/FG 13) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H (GS/FG 12) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.SPECIALIZED EXPERIENCE includes experience writing/authoring written proposal and decision letters; experience participating in arbitration hearings; experience responding to the FLRA with a formal agency position statement; experience negotiating labor contracts or drafting agency proposals; experience consulting/advising agency officials on a variety of conduct, discipline, and performance issues; experience interpreting laws, regulations, policies in order to support a collaborate management/labor environment.Qualifications must be met by the closing date of the vacancy announcement.Applicants should include examples of their specialized experience in their work history.
