This position is in the Special Investigations Branch, Investigations Division, Office of Highway Safety. As a Highway Investigator (Technical Reconstruction), you will be responsible for organizing , managing, and coordinating the investigation of highway transportation crashes and developing and presenting reports with safety recommendations for adoption by the Board.

Duties

As a Highway Investigator (Technical Reconstruction), GS-1801-14, you will perform the following major duties: Identifies and documents physical evidence; analyzes crash and trip data from both internal and external sources; documents vehicle, roadway and environmental information related to crash events; formulates and determines goals for simulation studies to support reconstruction of collision events. Writes and completes factual reports, exhibits, outlines, and analytical reports. Reviews other investigative reports and evaluates the adequacy of investigative data. Determines and recommends special procedures and study needs to achieve successful investigative outcomes. Oversees and/or conducts authoritative analysis and assessment of pertinent issues and, if required, develops recommendations intended to improve safety on the national highway system. Determines appropriate methods for the documentation and collection of physical evidence, scene data, recorded vehicle and infrastructure data, vehicle damage. Evaluates the significance of evidence to accurately determine the events before, during, and after the crash by applying the principles of scientific methodology, logic, statistics, and other fields related to interactions of humans, materials and machines, and the environment. Conceives and conducts surveys and special studies on highway transportation events. Represents the NTSB at national public and private organizations. Establishes and maintains liaison, provides authoritative consultation, and exchanges information concerning highway safety with other Federal agencies, industry, labor, manufacturers, national and professional organizations, associations, etc. Manages resources related to the investigation in accordance with applicable Board orders, Operations Bulletins, and policies. Participates in the identification and selection of safety issues. Maintains authoritative knowledge required to update agency resources such as applicable software, and specialized instruments and equipment used in the reconstruction of crash events. As assigned, serves as Lead Investigator and Duty Officer. Assists with decision-making plans and strategies concerning new/changing highway safety issues and lessons-learned based on information obtained from attending industry meetings and conferences. Assists in training new employees.

Qualifications

In order to qualify, applicants must possess one year of specialized experience equivalent to the GS-13 grade level in the federal service. Experience could have been obtained in the private sector. Specialized Experience is experience conducting and managing highway crash investigations while utilizing the principles, practices, and commonly used methodologies in highway crash reconstruction and vehicle dynamics to prepare factual and analytical reports and make recommendations for highway safety; experience Independently gathering and evaluating pertinent physical evidence; Experience utilizing a variety of advanced technologies to document crash scenes and vehicles, and extracting and evaluating electronically stored vehicle performance data; Experience evaluating and selecting technologies and tools or software best suited for crash scene documentation and analysis. Experience creating and presenting oral presentations incorporating relevant crash and vehicle dynamics issues and findings using plain language.
