This position serves as a planner responsible for various airport and aviation planning activities for the Office of Airports (ARP).

Duties

For the H-Band: Performs multiple and varying assignments under the limited direction of more experienced professionals. May perform some leadership functions for small projects/programs or other work activities. Applies experience and advanced knowledge to plan and accomplish assignments. Reviews and provides technical guidance on airport master and system plans. Provides technical guidance for the preparation and coordination of local airport demand forecasts and Airport Layout Plans. Assists in the development of the ADO/RO Airports Capital improvement Program (ACIP) and the administration of the Passenger Facility Charge (PFC) program. Reviews airport sustainability and environmental programs. Coordinates to ensure compliance with applicable Grant Assurances. Reviews land use compatibility plans, change in land use requests, land releases, and land acquisition documents. Draft correspondence for review by more experienced planners. Reviews benefit/cost and life-cycle costs analyses. Coordinates with experienced planners on issues concerning nonstandard design. Recommends improvements to systems and processes for modification of standards requests to management and/or RO. Prepares project justifications, recommendations, and eligibility analyses to ensure projects are ready for grant funding and programming. Performs project close-out review and prepares recommendation to management for grant financial completion. Resolves most problems and work issues without assistance.

Qualifications

In addition to the basic requirement listed below in the EDUCATION section, to qualify for this position at the FV-H level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G or FG/GS-11. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience for the FV-H level may include: Experience in evaluating planning plans, studies or reports.To qualify for this position at the FV-I level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. To qualify for this position you must have a degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance or engineering. NOTE: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning or engineering acquired under the supervision and guidance of a community planner or professional engineer. OR Combination of education and experience -- courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
