This position is located with the Bureau of Indian Affairs, Northwest Region, Flathead Agency, Branch of Irrigation in Saint Ignatius, Montana. NOTE: THE PAY FLEXIBILITIES OF A RECRUITMENT BONUS, RELOCATION BONUS OR STUDENT LOAN REPAYMENT MAY BE AUTHORIZED, PENDING AVAILABILITY OF FUNDS AND MANAGEMENT APPROVAL.

Duties

Provides supervision and guidance to Irrigation System Operators and/or Maintenance Workers. Responds to “on call” emergency situations within the jurisdiction of the Irrigation Project. Receives water orders; takes daily measurements; calculates requirements for area served and arranges quantity, time and duration of water deliveries to agricultural users. Operates facilities such as dam gates, canal gates, and checks to regulate and deliver water. Conducts surveillance to monitor the condition of irrigation related facilities. Evaluate structural conditions to meet standards for safe and efficient operation of the water system. Perform minor repairs and use automated system to meet maintenance service requirements. Perform supervision in activities such as cleaning ditches and structures, repairing and replacing structures, building and placing concrete forms, operating hand or power tools. Detect and reports misuse on roadways, right-of-way encroachment, tampering, unauthorized water diversions and misuse of the water delivery system and initiates corrective measures.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0301) GS-09 I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-7 in the Federal Service (obtained in either the public or private sector). This experience must include performing work and providing guidance in the collection and deliver of available water supply to users for agricultural production on lands; receiving water delivery orders; taking daily water measurements; maintaining water delivery records such as reservoir inflow and outflow; performing maintenance, repair, and monitoring of irrigation systems; coordinating activities of an irrigation and water delivery program; OR master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education and must be related to the work of the position. Combination of Education and Experience: A combination of graduate level education and appropriate specialized experience that together meet the qualification requirements of this position. Graduate Education: Graduate education must be related to the occupation and demonstrate the knowledge, skills, and abilities necessary to do the work. Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.

One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
