This position is located in the Planning and Preparedness Division, Office of Emergency Management, Bureau of Administration (A/OEM/PPD), in the U.S. Department of State (DOS). The position serves as an expert advisor on emergency planning and preparedness activities to a broad range of Departmental and external managers and professionals involved in these activities in DOS and other U. S. Government (USG) agencies.

Duties

Prepares and presents briefings to senior DOS officials on the total spectrum of the Department’s contingency and emergency preparedness plans. Maintains frequent liaison on emergencies. Develops, reviews, coordinates and synchronizes Bureau, Office and interagency emergency preparedness plans and strategies with other DOS domestic emergency plans. Develops and maintains operational and tactical guidance on various domestic emergency notifications disseminated by the USG that include Continuity of Government Continuity of Nation (COGCON). Conceptualizes, develops and implements broad range of emergency drills and exercises to test existing DOS domestic emergency plans that include tabletop exercises, notification drills, facility evacuations and shelter in-place drills. Directs drills ranging from facility, Office and Bureau levels to full-scale Departmental exercises. Prepares exercise scenarios and such related documentation as Master Sequence of Events Lists (MSEL). Provides expert technical assistance to Bureaus and Offices regarding exercise planning and execution, and plays key advisory role in Bureau and Office development of their capacity to plan and execute effective drills and exercises. Coordinates with Federal, State and local contacts with respect to DOS’ planning and conduct of emergency management exercises. Performs other duties as assigned by Division Chief or designee. Supports Departmental interagency planning for domestic catastrophic scenarios and supports production and execution of national strategic plans under a unified planning effort on domestic incidents that require a Federal response.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  GS-13: Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:  Experience advising, coordinating and providing technical assistance and leadership on a wide range of emergency management functions. Experience conceptualizing, developing and implementing a broad range of drills and exercises to test and validate existing emergency preparedness plans and emergency notification systems. Experience designing strategies to ensure rapid and appropriate notification and alerting in a domestic emergency management context. Experience developing and maintaining operational and tactical guidance on emergency notification systems. There is no substitute of education for specialized experience for the GS-13 position. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
