About the Position: You will serve as a Contract Performance Evaluator engaged in the administration and inspection of multi-year, multi-million dollar base-wide service contracts, providing advice and assistance regarding major procurement matters, and as liaison between the organization and the installation's procurement activity.

Duties

You will perform on-going planning and coordination in order to integrate procurement actions pertaining to contracts administered for both the government and contractor. You will develop initial contract terms, contract modifications, purchase descriptions, special terms, and clauses in final form for the contracting officer. You will evaluate contractor performance on a wide variety of contractual issues and obligations including the timely provision of optimum quality services and ensure that finished products conform to contract specifications. You will plan and conduct post-award conferences to ensure compliance with and full understanding of contractual and technical requirements and to preclude unauthorized changes or alterations in contract provisions. You will coordinate, schedule and attend site visits with the customer and contractor.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • You must be able to obtain and maintain a Secret clearance.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
  • You may be required to complete occasional business travel.
  • Position may require the use of protective clothing and equipment as authorized by the Installation Safety Office.
  • Position may require a valid state driver's license.
  • You may be required to work irregular hours.
  • In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization. The incumbent must be exempted from recall to active duty.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementPlanning and EvaluatingTechnical CompetenceWriting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
