This is a temporary appointment not to exceed (NTE) one year with an INTERMITTENT work schedule. The incumbent serves as a Human Resources Specialist in the Bureau of Global Talent Management's Office of Career Development and Assignment, managing assignments, mentoring and facilitating on-the-job training and development to Foreign Service personnel. 

Duties

Manage and execute the assignments of Foreign Service employees to more than 750 positions to assigned bureaus, negotiate assignments and represent client bureaus at assignment and impasse panels. Advise bureaus on HR assignments polices and their impact on bureau Foreign Service staffing priorities. Determine upcoming position vacancies, bureau preferences and employee training needs for these positions. Works closely with bureaus to develop and implement imaginative and effective solutions to staff problems. Provide liaison with regional/functional bureau human resources personnel to facilitate assignments and develop resources while attempting to balance competing institutional, personal and professional needs of Department personnel. Serve as a subject matter expert on assigned HR practices and policies and expert on regulations, past practices, and procedures related to training assignments. Mentor new employees and facilitate on-the-job training. Brief senior management on HR policy issues, practices, and procedures. Initiate proposals for changes in policies and procedures. Draft official correspondence, program plans, and concept papers.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience representing and providing human resources services for Foreign Service personnel. Experience mentoring new employees and facilitating on-the-job training and development. Experience applying concepts, principles, and methods of employee staffing, development, and training programs. Experience providing guidance and direction to clients from diverse specialized occupations and identifying strengths and limitations. There is no substitute of education for specialized experience for the GS-13 position.
