Duties

Serves as the first level supervisor over Asbestos and Pest Management branches. Branch activities include detection, removal, inspection, and, preventative measures affected on a wide variety of real property, plant equipment, and facilities. Facilities include laboratories, barracks, range and training facilities, administrative facilities, physical fitness centers, recreational facilities, and vehicle maintenance facilities. Supervising employees who accomplish trades and labor work, to include removal and repair of asbestos contaminating materials, treatment of mold contaminated areas, pest management, and lead paint abatement. Oversee storage and disposal of hazardous material. Oversees performance of all types of work associated with demolition, maintenance, and removal of lead contaminated materials. Plans and schedules work assignments on a week to week or month to month basis. Adheres to priorities established by higher level management. Develop performance standards, counsels employees on performance, and makes formal and informal performance appraisals; reviews job descriptions for currency and accuracy.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has been designated "Mission Essential".
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a requirement to lift up to 50 lbs
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • Incumbent must be able to obtain (40-hour course) and maintain (8-hour annual refresher) accreditation as a Licensed Asbestos Abatement Worker within 6 months of accepting this position.
  • Incumbent must be able to obtain AHERA Asbestos Inspector (3 day, 4hr refresher annually) course to include Bulk Sampling and maintain within 6 months of accepting this position.
  • Incumbent must be able to obtain and maintain a State of Maryland Department of the Environment license to handle asbestos and a S2 Supervisor License for Lead Paint Removal within 6 months of accepting this position.
  • Employee may be required to work on call or overtime at night or on weekends.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Qualifications

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Asbestos Abatement Supervisor ~ without more than normal supervision. Supervise employees who accomplish removal and repair of asbestos contaminating materials and lead paint abatement. Oversee storage and disposal of hazardous material. Complete inspections to ensure compliance with applicable state and federal laws and regulations. - Failure to meet this Screen out Element will result in an ineligible rating. WORKING CONDITIONS: Occasional working conditions are outside in all kinds of weather in areas that may be dusty, drafty and noisy. Exposure to heat, dust and cold may occur. The incumbent must follow numerous safety procedures and wear of protective clothing and devices such as goggles, respirators, heavy aprons, hard hats, asbestos gloves, and masks is required. Wear of protective clothing and devices (PPE) is required when removing and disposing of hazardous materials. PHYSICAL EFFORT: Incumbent must be able to climb, crawl, kneel, stoop, bend, and lift. The work requires moderate to heavy physical effort such as lifting and carrying items often weighing 50 pounds or more, with assistance. Work requires prolonged physical exertion while working from ladders, standing, bending, stooping, reaching confined spaces, and crawling. The work will often require working in cramped and awkward positions and continuous movement of the hands and arms is required during the removal and refitting of insulation materials. During the construction and removal of enclosures, workers will be required to work for prolonged time periods climbing up and down ladders and platforms. When involved in mitigation of exterior sites, workers will be required to wear protective equipment for long periods of time during adverse conditions.
