About the Position: The position is located in Fort Belvoir, VA. Fort Belvoir is approximately 15 miles southwest of Washington, D.C., five miles from Alexandria, VA and next door to the community of Mount Vernon, VA. It is within easy driving distance of Washington, D.C., national historical sites and parks.

Duties

Provide operational, technical, management, and supervisory oversight to 2 Lead Public Safety Dispatchers and 12 Public Safety Dispatchers within an around the clock 24/7 Emergency Communications Center. Define overall program objectives and advise the Fire Chief, Police Chief, and Medical Director on operational and procedural problems concerning fire, medical, and police dispatch. Directly and through subordinate supervisors assigns, directs, and evaluates work of the subordinate organizational elements. Develop internal procedures and policies to maintain effective operational functions. Conduct and/or coordinate trainings to develop employee’s technical competency and ensure understanding of changes in policy and operating procedures. Perform supervisory duties such as initiating personnel actions, approving leave, hearing and resolving formal group complaints, conducting interviews, selecting new employees, and developing and evaluating employee performance plans. Manage the enhanced 911 system and maintain digital files, review completed emergency calls for quality of performance, and determine need to repair or upgrade communications equipment. Develop and monitor budget, and requests proper operational resources necessary for organizational function.

Specialized Experience: One year of specialized experience which includes supervising Public Safety Dispatchers in a 911 call center responding to law enforcement, fire service, and Emergency Medical Service (EMS) calls; managing the enhanced 911 system; writing and ensuring adherence to emergency operations policy/procedure; performing basic computer and communications equipment troubleshooting, maintenance and/or repair; evaluating emergency services dispatchers for competency and/or developing improvement plans. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
