Duties

This Supervisory Transportation Security Specialist position is located in the Physical Security Branch, Security Division within the Security and Administrative Services, Enterprise Support Division, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Responsible for the physical protection of facilities, personnel, classified information and/or other sensitive materials, resources, or processes. Conducts, monitors and coordinates criminal and administrative inquiries and/or investigations of alleged fraud, theft, and destruction of property, misconduct and other violations of law at TSA Facilities. Coordinates with the Office of Investigations (OOI) on cases which OOI delegates. Performs the full range of investigative functions on assigned cases, from planning through fact-finding to reporting the results of investigations. Provides oversight of the TSA National Capital Region (NCR) Facilities, ID and Access Media, or Support Services Units responsible for security operations at TSA facilities, the issuance and control of all TSA credentials, badges and IDs nationwide; provides oversight for the contracted Security Officers at all TSA locations throughout the National Capital Region (NCR). Oversees the issuance of all badges and credentials nationwide, may coordinate building access for large groups and/or conduct presentations to TSA personnel regarding TSA Headquarters Security and Safety procedures and the processes. Supervisory/Managerial duties includes serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; and when required, coordinating with customers outside the immediate organization.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Applying law enforcement rules, regulations and policies in order to investigate and develop evidence of physical security violations (e.g. destruction of property, theft and fraud), unlawful criminal or alleged criminal activity. Managing a physical security program, practices, techniques including policy and procedural requirements (e.g., utilization and maintenance of specialized access control computer systems). Conducting Access Control and utilizing Visitor Management Systems for facility access, and the ability to account for sensitive and accountable government property in compliance with federal (e.g. DHS-HSPD-12) security guidelines. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
