This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Hawaii has many outdoor activities all year round including surfing, paddling, diving, fishing, and hiking.

Duties

Responsible for the pre-receipt/inspection/receipt/storage/safeguarding/handling of hazardous property. Schedules pick-up times for waste, assures that the receipt documentation is in order, the container is non-leaking and safe to handle, and that all labels, placards or other markings are on the property prior to transportation. Routinely determines the nature (e.g., flammable, toxic, acid) and degree (e.g., repercussions of long-term storage) of the particular hazard involved. Operates a variety of forklift trucks varying in capacity loading or unloading stacked or palletized materials, supplies, and equipment from point of pick-up to designated location ensuring proper handling to eliminate damage to cargo. Performs the hazardous property storage area inspection daily and weekly to assure that property is accurately accounted for, identified, stored, and that any necessary measure is performed to compensate for deteriorated containers.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • As a condition of employment, employee must adhere to all safety standards, rules, regulations and procedures and use personal protective equipment and devices (OSHA levels D-A), as required and work in a safe and healthful manner.
  • Protective devices such as ear plugs, safety glasses, respirators, gloves, hard hat and safety shoes are required.
  • Work assignments include working with materials or wastes that may exhibit hazardous properties, including ignitability, corrosivity, reactivity, and toxicity.
  • Incumbent must be able to obtain and maintain a valid State drivers license.
  • Incumbent must obtain within six (6) months of appointment and maintain a forklift license.
  • Incumbent must obtain within six (6) months of appointment and maintain a Hazardous Waste Operations Certification in accordance with Federal, State and installation requirements.
  • Incumbent must successfully pass a pre-employment physical and any subsequent annual physical.
  • Incumbent is required to wear a respirator and must remain physically able to wear a respirator for extended periods of time.
  • This position requires 10% temporary duty travel (TDY).

Qualifications

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Materials Examiner and Identifier (FLO) ~ without more than normal supervision: Performing common duties such as: compare data against accompanying documents and notes discrepancies; inspect and determine condition of usable property; assigs classification instructions for warehousing; identify and segregate property according to classification; re-warehouses materials. These duties have been performed under normal supervision. -- Failure to meet this Screen out Element will result in an ineligible rating. Physical Efforts: Work requires continuous standing, walking, stooping, bending and light to medium lifting. Frequently lifts items weighing up to 60 pounds and occasionally heavier items. Working Conditions: Works primarily indoors. May be exposed to dust, dirt, or fumes and odors from damp clothing and equipment. Work area may be hot, drafty or unheated. Frequently exposed to the possibility of cuts, scrapes and bruises; falls; or injury from materials handling equipment. Wears appropriate safety apparel as deemed necessary by management. May also be exposed to injuries while driving, loading, or unloading vehicles.
