The primary purpose of this position is located in the management services section. The purpose of this position is to plan, organize, equip, and manage the civilian and military functions for all manpower, personnel, training, acquisition, and contingency plans which supports the overall mission of the Cryptologic and Cyber Systems Division. Air Force Life Cycle Management Center (AFLCMC), Cryptologic and Cyber Systems Division (HNC), Joint Base San Antonio- Lackland, Texas.

Duties

Serves as the Manpower Allocation and Development Focal Point for the HN co1·porate personnel management processes. Directs the Manpower Allocation Process (MAP). Studies overall manpower concepts, strategic plans, technology trends, and prepares assumptions upon which to base manpower plans. Serves as the Commander's staff for all acquisition program management issues. Ensures policies are implemented and adhered to as they change. Performs key planning and programming functions which include the HNC Contingency/Wartime planning, Ready Program, Crisis Action, Unit Deployment, Mobility, and other readiness programs.

  • Position is designated special-sensitive and requires eligibility for access to or involvement in Top Secret security clearance with access to Sensitive Compartmented Information (SCI).

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Supervision/Management" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of advanced management and organization principles and practices and a comprehensive knowledge of planning, programming, and guidelines and processes. Knowledge of contingency war planning, crisis/disaster management, deployments, exercise, and logistics management activities. Knowledge of civilian and military personnel, manpower, and training policies, procedures. Knowledge of Defense Acquisition Workforce Improvement Act (DAWIA) and Acquisition Professional Development Programs acquisition training and education requirements. Work involves gathering data, identifying and analyzing issues, developing informational material, evaluating mission and organizational relationships, and producing well researched, suppo1ted recommendation for staff coordination, briefing, and decision making in order to resolve substantial and complex issues of effectiveness/efficiency in manpower, personnel, training, acquisition, and contingency operations functions. Work requires an in-depth understanding of the full spectrum of resources management issues to be able to discern possible program influences, disconnects between agencies, and other related factors. Effects of specific actions recommendations are widespread and critical. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Incumbents must have a broad base of knowledge, skill, and ability in the field of program analysis, management analysis, and resource and manpower management. Ability to integrate the efforts of personnel with diverse backgrounds and skills, in order to achieve Workforce Management Program Objectives. 2. Thorough knowledge of and skill in using qualitative and quantitative methods and techniques to study, evaluate and recommend solutions to complex civilian and military personnel programs, manpower, and training policies, procedures, and guidelines including statutory, executive orders, regulations, and instructions. Skill in written and oral communication sufficient to prepare and present findings and recommendations, carry out specific actions regarding controversial issues to achieve goal. 3. Knowledge of program planning (i.e., plan, develop, validate, justify, and defend) as used in developing/evaluating programs; contingency war planning, crisis/disaster management, deployments, exercise, and logistics management activities to determine overall effect on the desired outcome of various plans or agreements. Knowledge of office automation applications (i.e., spreadsheets, word processing, graphics, database management, and communication packages). 4. Knowledge of advanced management and organization principles and practices and a comprehensive knowledge of planning, programming, guidelines and processes to produce a wide range of analytical studies and provide advice, to provide analysis on reorganization and all realignments, and to coordinate various. Knowledge of safety and security regulations, practices, and procedures. management/manpower programs and reporting requirements; principles, theories and process management with a high degree of resourcefulness, ingenuity, and inventiveness to a variety of studies, investigations, and assignments. 5. Knowledge of organizational analysis techniques and procedures (i.e., mission and function analysis, concept plan development, organizational design/structuring); to design, plan, schedule and develop new or modified work methods/approaches to carry out a high degree of professional independence and technical authority. 6. Knowledge of the Defense Acquisition Workforce Improvement Act (DAWIA) and Acquisition Professional Development Programs (APDP) to establish, develop and sustain a trained and certified acquisition workforce. Skills in applying complex fact finding, analytical, and problem solving methods and techniques. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
