This position is a Lead Training Specialist, GS- 1712-13 working in Shepherdstown, WV for the R9-National Conservation Training Center. Duties

As a Lead Training Specialist your duties will include, but are not limited to, the following: Leads a team in managing the Service's conservation leadership training curricula. Works with team members and subject matter experts in planning, developing, monitoring, and evaluating training to ensure that training programs and curricula are accurately focused and meet identified objectives in support of Departmental and Service direction, policies, and regulations Determines the need for, organizes, and leads task groups to identify and develop training and work experience programs to meet specific training needs and programmatic requirements. Identifies the level and type of task group participants, develops meeting objectives and agendas, and facilitates group activities. Serves as the NCTC representative in the task groups and assures compatibility with other NCTC, Service, Departmental, and federal government policies and training programs. Articulates and communicates with the team regarding assignments and projects, deadlines, and time frames. Participates in the instructional design process including needs analysis, task inventory, development of course and instructional objectives, course outlines, lesson plans, course notebooks, instructor selection and training, agenda building, evaluation of instructors, evaluation of course content, and updating courses and materials based on participants' feedback. Monitors curricula to ensure technical accuracy and professional excellence. Monitors rules, regulations, and policies related to the curricula and determines when and what updates should be made to the curricula and course materials. Incumbent provides guidance on policies, regulations, procedures, training methodology and platform, and subject matter content to course leaders and instructors. Leads a diverse team of training specialists in the design, development, implementation, management, and assessment of conservation leadership and employee development curricula. Works with team members to develop schedules, budget data, and other material needed to incorporate training curricula into the Branch's annual work plan and operating budget. Considers quality and cost of instruction from internal versus external sources, makes recommendations, and prepares procurement documents for instructional services. Keeps the team up-to-date on budget status and work accomplishments. Works with team members to identify, distribute, and balance the workload and tasks among team members in accordance with established work flow, skill level, and/or occupational specialization; makes adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks.

Qualifications

Only experience obtained by 02/13/2024 will be considered. In order to qualify for this position you must meet the Minimum Qualification. Minimum Qualification [GS-13] Possess at least one year of specialized experience at or equivalent to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience includes: (1) Developing and instructing curricula on leadership in an adult education program, secondary, college, military installation, or industrial establishment with an emphasis on administering a training program addressing current leadership principles; (2) Reviewing and evaluating training materials; and (3) Leading a team that develops and offers training programs. NOTE: Your resume must contain sufficient information in these areas to be found qualified. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
