Duties

Duty 1: Plans, organizes, and assists in managing the activities of the 363 ISRW/FM, ensuring that the integrated solutions representing the Wing Financial Management perspective on initiatives pertaining to the workforce and infrastructure complies with legal and regulatory requirements and meets customer needs. Duty 2: Provides expert advice, assistance, and guidance on financial management requirements Duty 3: As a Budget Analyst, provides total staff financial management support and analyzes budgetary information to provide advice, assistance, and guidance on budgeting and related information. Duty 4: Exercises supervisory personnel management responsibilities

Requirements

  • U.S. Citizenship Required
  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and requires eligibility for access to SCI, other Special Sensitive information, or involvement in Special Access Programs to perform the duties of the position. A non-disclosure agreement must be signed.
  • PCS expenses are authorized and will be paid IAW JTR and Air Force Regulations
  • This posn is subject to provisions of the DoD Priority Placement Program
  • Must be registered for Selective Service, see Legal and Regulatory Guide
  • This position has been designated as a Testing Designated Position. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission.
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
  • Shift work and emergency overtime may be required

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the certification program requirements.
  • Financial Disclosure: Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments OR travel by commercial or military conveyance may be required in performance of temporary duty (TDY).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes; and Knowledge and understanding of USAF, OSD, and Federal budget processes, including knowledge of the Congressional Budget processes, thorough and detailed understanding of MOB and Treasury policies, directives, and regulations; and Knowledge of budgetary activities of MAJCOMs, SOA, and filed organizations in order to review, combine, consolidate and approve single and multi-year budget requests submitted by those offices; and Knowledge of the agency's mission, programs, and legislative history to determine how they affect the programs and budgets of other DoD and federal agencies. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and understanding missions, functions, goals, objectives, work processes, requirements, and sources of funding pertinent to intelligence financial management programs as well as GDIP and PPBE directives and policies. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and in writing, to negotiate complex issues and maintain good working relationships essential to express the organization's budgetary position to a variety of audiences. 5. Ability to plan, organize and develop studies and projects and skill to negotiate effectively with management to accept and implement recommendations where proposals involve substantial resources and require extensive changes in established concepts and procedures. 6. Knowledge of sources of factual information about and related to the PPBE process, such as that found in programming data, accounting reports, budget systems, and work reports. Also, knowledge of automated data processing concepts and systems capabilities to accomplish requirements management/budget funding tasks. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
