The selectee for this position will serve as a Human Resources Assistant (Recruitment & Placement/OA) in the Customer Service Department, Customer Focused Division of OCHR PHILADELPHIA OPERATIONS CENTER ***This Job Opportunity Announcement is using an additional online assessment tool to evaluate applicants. Duties

You will review incoming Requests for Personnel Action (RPAs) and supporting documents for accuracy and completeness. You will assist specialists in preparing paperwork related to HR actions. You will obtain data from HR files or the appropriate office; contact individual employees or supervisors by telephone to resolve questions before processing final actions. You will compile data, identify scope or nature of problem/issue, and determine the appropriate course of action. You will use a variety of automated HR software and databases. You will maintain files and/or employee records, position descriptions, training records, or other HR items. You will process personnel actions and identify appropriate regulatory codes and nature of action codes.

Requirements

  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position requires the ability to type at least 40 words per minute. Your response to the typing skill question on the Occupational Questionnaire will be used in your qualification determination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • May be required to successfully complete a probationary/trial period.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Examples of specialized experience include the following: 1) Providing technical support to senior human resources staffing specialists or other similar professionals; 2) Using office automation systems (such as personnel databases) to enter and retrieve data; 3) Applying rules, regulations, policies and procedures in relation to personnel staffing, placement, and recruitment programs; 4) Gathering and analyzing basic facts to resolve questions regarding Human Resources work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Education

Applicants may substitute the following education in lieu of experience:

Successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.
