The primary purpose of this position is to support the Director, Legal Support Directorate, in delivering full spectrum legal services within the Air Force Review Boards Agency (AFRBA) by representing the U.S. Air Force's (USAF) interests in various forums and providing advice and counsel for the most complex, often precedential cases before the Agency. To serve as an attorney on all cases under consideration by AFRBA, with emphasis in labor, personnel policy, and FOIA/Privacy Act law.

Duties

Provides legal guidance and advice to the Air Force Civilian Appellate Review Office (AFCARO), AFRBA Director, and other senior management officials on civilian and military employee grievances, appeals and Equal Employment Opportunity (EEO) or military equal opportunity complaints of discrimination referred to the Director, Air Force Review Boards Agency for decision. Prepares exhaustively researched, expertly written and reasoned legal opinions. As a full-time senior civilian attorney in the Legal Support Directorate, provides guidance/orientation to permanent party and temporarily detailed military attorneys, interns, externs, and other personnel. Serves as a legal advisor and voting panel member to the AFRBA boards and panels.

  • The employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth
  • The employee must adhere to the Air Force Rules of Professional Conduct
  • Work may require travel away from the normal duty station on military and commercial aircraft
  • This position meets the professional exemption criteria for the Fair Labor Standards Act (5 CFR 551.207)
  • Must be able to obtain and maintain a Secret Security Clearance
  • Attorney appointments are subject to serve a one-year probationary period
  • Candidates are not required to have active duty service or veterans’ preference to be referred and considered. All qualified candidates who meet the recruitment assessment criteria will be referred to the selecting official
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays

Qualifications

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). NOTE: You must submit a copy of your transcripts. In addition, at the time of application, you must provide proof, dated within four months of application of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status. In addition to the above requirement: Professional legal experience in excess of three (3) years that is commensurate with the duties and responsibilities of the position, such as expert knowledge of the principles and concepts of the relevant laws, directives, regulations, legal principles and court decisions to plan, organize, manage, coordinate, execute, and evaluate/support/defend decisions made by the AFRBA. Expert knowledge of federal statutes (Titles 5, 7, and 10 USC), state statutes, local ordinances, and DoD, AF, other Services/Federal agencies regulations to include the Civil Rights Act of 1964 as amended; Civil Service Reform Act of 1978; Anti-Deficiency Act, Freedom of Information Act, Privacy Act, and the Procurement Integrity Act to provide advisory services throughout the AFRBA. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and experience with a wide array of military personnel cases/issues and UCMJ research/interpretation; AND Knowledge of Congressional legislation, DoD Directives, and Air Force policy guidance on all facets of Air Force Review and Correction of Records Process; AND Knowledge of the substantive applicable federal laws, regulations, policies, and principles pertaining to military and civilian personnel. Experience in providing legal advice and assistance on the interpretation of anti-discrimination laws, rules and regulations pertaining to Title V, Title VII and Title X US Code and applicable Code of Federal Regulations including the Civil Rights Act, Age Discrimination in Employment Act, Rehabilitation Act, Americans with Disabilities Act, and the Equal Pay Act and similar statutes. Skill in preparing written communication/presentations and effective oral communication on matters, issues and inquiries relating to well-founded facts and legal opinions that contribute, support, and uphold board reviews and decisions; AND Skill in analyzing issues and formulating solutions to problems in an efficient manner. Ability to manage several products simultaneously; AND Ability to review and consider all governing laws, directives, policy, orders, etc., in providing sound legal advice on a myriad of legal issues. Knowledge of the role and duties of the Government attorney. Skill in various legal research methodologies, including computer-assisted technologies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
