The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.

Duties

Build and maintain a thorough and current knowledge of IC organizations, IC mission posture on Russia, and major collections, analysis, and foreign engagements issues; become an expert on and be able to provide strategic oversight for intelligence activities and issues related to Russia and the area of responsibility. Organize and run interagency communities of interest (COI) that NIM-Russia, Europe, and Eurasia (NIM-REE) sponsors to better integrate the IC on issues related to USG Russia-related objectives. Represent NIM-REE at internal and external meetings and conferences on national intelligence related to Russian issues, as well as other areas as required. Engage with external agencies and the commercial sector on Russian issues. Lead the development and preparation of internal and external memoranda, tasking responses, and other correspondence, to include policy analysis documents in response to policymaker tasking on Russian issues, as well as broader areas of interest to NIM-REE. Apply legal and policy issues related to collaboration. Lead assessments to leverage best practices and lessons learned. Support DNI and senior IC leadership engagements, developing preparatory materials in coordination with relevant IC and ODNI stakeholders. Inform IC-level analytic production and collection strategies to ensure that major shortfalls on NIM REE regional issues are being examined either as a community or by individual analysis. Identify opportunities to defend, advocate for, and institute justifications for additional or dedicated funding for Russia-related intelligence issues. Lead cross-ODNI collaboration to ensure customer requirements and priorities align with IC mission, goals, and objectives that will affect the AOR, to include policy requirements, collection emphasis, counterintelligence considerations, and federated community production. Rank and prioritize competing requirements for additional capabilities through a transparent and accountable methodology. Support briefings to senior IC and policy officials and other major stakeholders. Ensure intelligence is sharable and releasable at the appropriate levels to meet senior IC and policy official requirements.

Mandatory Requirements: Demonstrated ability to manage strategic and tactical level topics, and develop innovative recommendations and solutions for improvement. Demonstrated leadership skills and ability to lead interagency working groups and build coalitions with IC elements to achieve common goals. Demonstrated ability to anticipate issues relevant to the IC and United States Government and recommend/implement needed actions. Demonstrated analytical and critical thinking skills, including the demonstrated ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives. Demonstrated interpersonal skills and superior ability to work effectively in both independent and in a team or collaborative environment; demonstrated ability to effectively execute mission requirements in a fast-paced, high demand environment. Demonstrated ability to function in an ambiguous environment amid changing priorities, operate independently, take initiative, and effectively manage a variety of competing tasks. Knowledge of Russian regional or functional issues. Desired Requirements: Excellent writing and briefing abilities for diverse audiences (IC, DoD, foreign partners, senior leaders). Experience working Russian regional and/or functional issues. Bachelor's degree or equivalent experience as determined by mission specialty area.
